In Auto mode, active /goal and /rubric content now counts as authorization for ordinary work that those outcomes imply.

Previously the Auto classifier only trusted chat text and validated ask_user answers. Setting a quality gate like “make sure tests pass and no new warnings,” then saying hi, still looked unauthorized, so shell/file work needed for that gate was denied as scope escalation. Active goals behaved the same way once later turns were just continuations or greetings.

Auto mode now treats the user’s accepted goal objective and criteria, plus an independent sticky or one-shot rubric, as the stated coding outcome—even when the latest chat message does not restate them. Paused or completed goals, agent status notes, and unaccepted goal proposals still grant nothing. High-risk actions continue to need explicit, unambiguous authorization.

This closes a gap between goal/rubric slash commands and Auto authorization: those controls define what the session is trying to achieve, so the classifier should not ignore them when the latest prompt is only a greeting or continuation.

Feed user-authored goal objective, acceptance criteria, and independent
sticky/one-shot rubric into the Auto-mode classifier as a trusted
`active_user_directives` source, so quality outcomes (tests pass, clean
build, etc.) can authorize ordinary in-worktree test/lint/build work even
when the latest chat message is only a greeting or continuation.

Only actionable goal state and independent rubric criteria are surfaced;
paused/complete goals, agent status notes, and unaccepted pending
proposals grant nothing. Goal-sourced rubric text is deduplicated against
goal_criteria.
