fix(code): show Auto enable notice modal only on first global enable - #5012

Address review findings on the Auto first-enable modal: - _load_approval_state: split the expected FileNotFoundError from unreadable/corrupt/non-object state, logging a warning on the latter so a re-prompt isn't silent evidence-free (the next save overwrites the file). - _notify_auto_mode_enabled_once: wrap push_screen in try/except and set the pending guard only after it succeeds, so a failed cosmetic notice can never break an already-applied Auto enable or strand the guard. - Correct AUTO_NOTICE_VERSION date (was 2026-03-26) and document the bump convention; note the version-asymmetry vs YOLO. - Anchor the thread-lock rationale to thread_local=False rather than platform folklore; clarify can_focus and action_cancel comments. Tests: lock-timeout fail-open, corrupt/missing-state logging, Esc and action_cancel dismissal, notice re-entrancy, and push-failure survival.
Expand the Auto notice copy and docs link, keep Auto only on Enter, and revert to Manual on Esc without recording the one-time notice.
