fix(code): improve /rubric help and empty-state messaging - #5015

Make bare rubric subcommands teach with examples, drop internal "sticky" jargon from user-facing state text, and avoid claiming clear/show success when nothing is set.
Lead with durability, name when grading happens, and make file loading explicitly the same as set.
Treat `/rubric clear` as a no-op only when pending and queued goal/rubric state is also empty so accepted goals cannot survive past a user clear.

…n-ai#5015) Make `/rubric` easier to learn from inside the TUI: bare subcommands now teach with short examples, empty `show`/`clear` stop sounding like success, and current-state text drops internal "sticky" jargon in favor of plain labels plus a `/rubric show` tip. --- Bare `/rubric set|next|file` previously printed only a one-line usage string, so users often didn’t see the durability difference or a concrete syntax sample. `/rubric show` with no criteria simply said “No rubric set,” and `/rubric clear` reported cleared even when nothing was active. Bare `/rubric` also referred to a “Sticky rubric,” assuming users already knew the internal sticky vs next distinction. This keeps grading behavior the same and focuses the help copy on: - lasting criteria vs next-turn only - when grading happens - how to inspect or clear what’s set
