[6.0] Removing typo3/phar-stream-wrapper

Summary of Changes

#45255 deprecates this dependency and now we are removing it. This wrapper closed a security issue in PHP 7, which has been fixed in PHP 8.0. That means, that the dependency in its entirety is not necessary anymore.

Testing Instructions

There should be no difference between before and after this has been merged.
