[4.2] Show permission core.admin in table of debuguser

Summary of Changes

Permission core.admin do not contain always the same value because these are global permissions (#37807) @chmst

Both permission are core.admin:

joomla-cms/administrator/components/com_config/forms/application.xml

Lines 1264 to 1267 in e9b9263

joomla-cms/administrator/components/com_banners/access.xml

Lines 4 to 7 in e9b9263

Added permission core.admin back to table

Testing Instructions

Check Permissions for User which belongs to group Administrator

Actual result BEFORE applying this Pull Request

You can't see if the user can configure ACL of a specific component

(unless you explicitly filter for it)

Expected result AFTER applying this Pull Request
