Added 1.28.6 istio versions in release-1.28 branch

Bumped operator VERSION to 1.28.6
Updated PREVIOUS_VERSION to 1.28.5
Added 1.27.9 istio version
Corrected go.mod version
Regenerated

no need to change PREVIOUS_VERSION on branches which are not released in upstream ( the latest 1.28 in upstream is/was 1.28.3)
