Fixes a bug where navigating to/from the asser-viewer from timeline causes the scroll position to be reset.

Just tested this and there's an issue when you navigate directly to /photos/:id, hit next, and then click the immich back arrow. It instead goes to the top of the page.

Latest commit fixes the scenario:

Directly load asset viewer
Click next photo in asset viewer
Click "back" (not previous photo) in the nav bar

Previously: timeline viewer appeared at top of page
Now: timeline viewer is scrolled to just-viewed photo

There are a couple of different issues, but related.

First, this is a more thorough version of an earlier fix: #20729 - in that fix, the scrolling is skipped when the asset is already on screen, but it recreates the isIntersection function we are using. This does the same thing, but uses the existing utility method isIntersecting.

Then, it adds additional functionality: if the asset that you want to scroll to is NOT visible, it will scroll the minimum amount. That means if you are in the middle of a timeline, and you want to navigate to an asset that appears above the current viewable area, the timeline will scroll enough to put the top of the asset at the top of the viewport (top row). Alternatively, if you start in the middle of the timeline and you want to navigate to an asset to appears below the current viewable area, the timeline will scroll enough to put the asset at the bottom of the viewport (bottom row).

The user-visible effects include:

left arrow/right arrow navigation match 'tab' and 'shift-tab' behavior.
its more consistent with how browsers normally behave
it also works when navigating from timeline to asset-viewer and back. (meaning, if you started the asset-viewer in the middle of the timeline, and you navigated to an asset before or after the current viewport, it will behave the same as described above)

Lastly, the rename/restructuring of the beforeNavigate and afterNavigate functions are simply a light refactor for consistently, clarity, and readability.

The code looks good to me now. I also played around with the preview env and tried to make it break in some way but couldn't get it to. I really like the scrolling behavior now, it (IMO) feels super natural, I never go like "huh wtf just happened where is my asset".

It seems to not behaving correctly like what you are describing here. If I open the asset in the middle of the screen and then navigating back to the timeline, it will either put that asset the bottom of the top of the page, I expect to return to the same position like the behavior on main

Thanks to the fantastic work of [@flipped-1121](https://github.com/flipped-1121) and [@mertalev](https://github.com/mertalev), Immich can now recognize texts in images, adding a powerful capability to its already powerful search features. This will help users find lost family recipes or a crypto wallet’s passphrase more easily. The OCR pipeline is integrated into the existing machine learning flow. For new uploads, it will run automatically with the existing machine learning flow.
