Unconditionally import turbojpeg in camera

Background

turbojpeg was only conditionally imported by camera due to PR #35931 to not break the camera integration on installations where numpy is not functional.

However, since PR #81841, numpy is a hard requirement of stream and it has effectively been a requirement already since PR #77439

Since stream is part of default_config since PR #90153, it doesn't seem necessary to keep the conditional import around in camera
