Follow-up to #5719 (merge reconciliation, already on main). This is the §1 host-apply framing reframe that #5719's body foreshadowed — now due because the apply mechanism is settled.
The host-apply mechanism is resolved (operator via sharp-heron, CI-humming plan #5723): gunbc EMITS
.github/fleet-converge.sh= a §2 host-effect handler inhabiting the §6 carrier by emission (the emitted shell IS the executing consumer, escaping the §5 spec-without-execution trap); ctrl thin-runs it + parses a fail-closed receipt; §7 seed-shrink.In-progress, NOT done-flipped (emit: wise-eagle-664; thin consume/run: fierce-carp). Authority-only; ROADMAP.md regenerated, drift-gate byte-clean; exactly 2 files / 2 nodes off main.
