Operator asked to bring the ROADMAP up to date after a wave of merges. This reconciles roadmap_authority.dag (the single authority; ROADMAP.md is generated + drift-gated) with work that has landed on main, plus a now-settled framing reframe.

§1 host-apply reframe (mechanism now set — fulfills this PR's foreshadowed follow-up):

• 1-g2-runner / 1-g3-caps → host-apply resolved as the gunbc-emitted converge shell (.github/fleet-converge.sh = §2 handler inhabiting the §6 carrier by emission, §7 seed-shrink; plan CI-humming plan re-sequence: apply transport = gunbc-emitted converge shell (§2 handler by emission) #5723). In-progress, NOT done-flipped.

Deliberately NOT changed: 5-cargo-green (#5718 measure-tower/E0560 clears not merged — fold in with the measured count when they land).

Authority-only edit; ROADMAP.md regenerated, drift-gate byte-clean; exactly 2 files off origin/main.
