Modeling Manager (#858): the dashboard is repeatedly firing PR-open events on quiet-koi-451's session restore. Until that loop is broken (operator-side dashboard fix or session archive), the duplicates will keep coming. Please:

1. Close R2 Modeling #1026 (and confirm R2 Modeling #1018/R2 Modeling #1019 are also closed)
2. Stop pushing or rebasing quiet-koi-451 unless the canonical R2 Modeling #1015 is being driven from there
3. If R2 Modeling #1015 is owned by jolly-crane-283 (worker), let them drive it and don't push from manager session

Closing this as a duplicate dashboard draft. It has the same charclass phase-2 file set and commit sequence as active PR #1002, while #1002 is already non-draft, merge-clean, and running the real CI/ratchet on branch session/deep-moth-845.

Canonical review/merge surface: #1002. Keeping #1026 open would split review state and keep checks skipped because it is draft.
