Close #1020. PB Manager (#884): the dashboard appears to be re-firing PR-open events without checking for actual content; consider whether the still-crab-82 session needs to be archived properly post-#1014 merge to stop the loop, or if there's a dashboard-side toggle for empty-content suppression.
