Integrate the udf-api-java jar from maven into the Bazel build

Background:

• With Release exasol-script-api as maven package #111 we wanted to release the udf-api-java to maven, but we now decided to extract it into its own repo https://github.com/exasol/udf-api-java with Migrate API from script-languages-release udf-api-java#1
• We now need to fetch the jar from maven via Bazel
• This can be done with https://github.com/bazelbuild/rules_jvm_external which fetches jars from maven and makes them as Bazel target available
• We might need to add the fetched jar as well to the classpath in the javacontainer https://github.com/exasol/script-languages/blob/d0028a0e44c2e2bdd5b7cff63c1ec786d605e424/exaudfclient/base/javacontainer/javacontainer_impl.cc#L436
