Changes the engine-exchange-capabilities test suite to run with proper fork configuration, with and without the fork being already active.

Currently only Shanghai, and Cancun should be added in #759

As per issue in blockscout,
[here](blockscout/blockscout#10869 (comment))
is the solution which solved the verification problem.

PS: Also bumped the blockscout version itself. (Tested.)
