          clients: remove build_targets

          internal/libhive: keep client metadata in Inventory

Reading hive.yaml through the Builder interface seems wrong because no
Docker interaction is required. Just load the file while finding clients.


          internal/libhive: remove HasSimulator, HasClient

Also moves all Inventory code back to the top of the file


          internal/libhive: re-add default "eth1" role
