Remove section about non-existent EIP-1662 from Romanian and Indonesian translations of downsizing-contracts tutorial. This section was removed from the English source but remained in translations. Fixes 404 error for eips.ethereum.org/EIPS/eip-1662 reported by AHREFS.
The German translation used a translated URL path that doesn't exist. URLs should use English paths regardless of language. Fixes 404 error reported by AHREFS SEO audit.
