Description: The EDS filter needs the root scope for looking up a stat, but it only has access to that as a
const Scope&. and thus can only extract from that aconst SymbolTable&. However, in the filter-config, there is access to the filter's scope, available non-const, thus giving access to the non-constSymbolTable&. This removes a const_castRisk Level: low
