Looks good. Built eui.d.ts and ran TS check in Kibana. iconProps error goes away with these changes

Summary
The expansion of EuiIcon's IconType made the EuiIconTip definition unhappy. I've tested this change in Kibana locally and verified that its type_check script completes successfully.
