Fix Java.Interop reference in Mono.Posix.csproj #60

Mono.Posix build failed because it recursively requires Java.Interop
reference (due to missing IJavaPeerable in the references).

Adding Java.Interop and System.Runtime fixes the issue (and this is
how Mono.Android builds, instead of adding ...).

Context: dotnet/java-interop#58

Rename `Xamarin.Android.NamingCustomAttributes.shproj` to
`Java.Interop.NamingCustomAttributes.shproj`, and "simplify" the
custom attributes so that they don't contain any members that aren't
needed within the Java.Interop repo. Through (gratuitous?) use of
`partial` classes, the xamarin-android repo can add additional
members to the custom attribute types, thus remove a
"hard dependency" between the two git repos. For example, the
`Android.App.ActivityAttribute.AllowEmbedded` property is only needed
for `AndroidManifest.xml` generation within the xamarin-android repo,
and is not needed in the Java.Interop repo, so remove it.

The xamarin-android repo will gain a new
`Xamarin.Android.NamingCustomAttributes.shproj` shared project which
will contain all of the Android-specific members that were formerly
in this repo.

Two primary changes of note in this xamarin/LibZipSharp bump:

 1. Bump to `libzip` 1.7.3, which contains numerious fixes and
    improvements over the previously used 1.5.1 release.

 2. Use of `DefaultDllImportSearchPathsAttribute` so that native
    library dependencies are loaded securely, i.e. w/o allowing
    "other" libraries to be loaded from unsafe directories.

Unfortunately, the `libzip` bump itself caused issues, PR #4751 and
PR #4937 each had integration tests "randomly" SIGSEGV.  This was
eventually tracked down to a bug within `libzip` itself, fixed at:
