(XC-284): Use release-plz to start automatizing the release process:

Job can be manually triggered to create a new PR containing the new versions and changelog for the next release. An example of such PR is chore: release v0.1.0 #83.
An opened PR should trigger the normal CI flow (in particular the end-to-end tests with the deployment of the canister wasm built reproducibly). However, a limitation of the default GITHUB_TOKEN in actions is that it cannot trigger other workflows. An easy workaround is to close/re-open the PR to trigger the necessary jobs.

A future PR will use release-plz release to publish the required crates on crates.io and create a Github release containing the wasm and the Candid file.

Follow-up on #4 to publish the release: 1. Checkout the latest version from the `main` branch 2. Retrieve the build artifacts from that commit (`sol_rpc_canister.wasm.gz`) 3. Create a git tag for the version and publish Rust libraries to crates.io 4. Create a Github release containing the build artifacts and the changelog entries for that version. Excepted for publishing the artifacts on crates.io, the `Publish` pipeline was successfully manually tested (example [here](https://github.com/dfinity/sol-rpc-canister/actions/runs/14733106349/job/41352179665))
