This PR modifies the timeout caching strategy we used for Maven into a generic 'Dependabot::RegistryClient' and then applies it to the
bundlergem to ship this strategy for another ecosystem.Bundler is currently in the top three ecosystems experiencing this issue, so it should go out after #5374 / #5373
