This PR just updates the versions for the upcoming release.
dvp-api: 1.6.0dev2-> 1.6.1 (I pushed a bad version of 1.6.0 to test pypi and had to upload a new version to continue testing. 1.6.1 is stable on test pypi. Neither version has been uploaded to prod pypi yet)
sdk: 4.0.0.dev0 -> 4.0.0
