Added Screen-Space Shadows, Parallax Occlusion mapping, plus more changes that I've forgotten about.

- INI: stripped to [Info] Version only (community-shaders#1)
- Subrect: moved from Features/ to Utils/, no longer a Feature subclass (community-shaders#2)
- chrono: replaced with SYSTEMTIME/GetLocalTime (community-shaders#4)
- ScreenshotKey: moved to Menu::Settings, standard keyActions/hotkeyActions pipeline (community-shaders#5, community-shaders#6)
- globals: replaced GetSingleton() with globals::game::renderer (community-shaders#7)
- stray edits: CMakeLists/vcpkg/Globals.h restored to origin/dev (community-shaders#8)
- hooks: removed all Screenshot references from Hooks.cpp, uses Feature::Reset() (community-shaders#9)
- bugfix: added DIK_SYSRQ -> VK_SNAPSHOT mapping in DIKToVK (upstream bug)
