Git Hub access levels to Technical Manual

PIs for each academic partner have 'Admin' access to the Technical Manual. They can then create access for RSEs working on the project and remove access if an RSE permanently leaves (NB please add info on alumnae RSEs on 'Who's involved' section so that they continue to be credited for their work.
