fix(ci): count only jobs a runner took in the Blacksmith budget - #19155
scripts/ci/blacksmith-budget.mjs counts a job's minutes only when a runner took it (runner_name set).
Why
GitHub fills started_at while a job is still queued. Run 41843820512's amd64 job waited 13 h for a Blacksmith runner, was never picked up, and the script counted the whole wait: 1,596 phantom minutes, reporting 2,811 used when the real figure was about 1,215. With DOCKER_AMD64_RUNNER=blacksmith that would have moved publishes to hosted too early.
DOCKER_AMD64_RUNNER is hosted today, so this changes nothing in production until someone switches back.
Validation
New case in tests/unit/blacksmith-budget.test.ts: a job with no runner costs nothing, whether still queued or cancelled after waiting. It fails against the previous script (6 pass, 1 fail) and passes here (7/7).
A live run against this repository now reports 1,213 minutes this month, down from 2,811.
Queued jobs without an assigned runner no longer accrue Blacksmith minutes, including when they later receive a completion time.
jobMinutes now requires a runner name, a matching Blacksmith label, and started_at to calculate job minutes. Tests cover live jobs and queued jobs without an assigned runner.

Summary
Job-minute eligibility and tests scripts/ci/blacksmith-budget.mjs, tests/unit/blacksmith-budget.test.ts
jobMinutes now requires a runner name in addition to a matching label and started_at. Tests provide runner names for billable jobs and assert that queued jobs without a runner count as zero minutes, including when they have a completion time.
The PR correctly excludes queued jobs without assigned runners while preserving billing calculations for eligible jobs.

Full details: Description check
Explanation
The description covers the What, Why, and Validation content. It names the changed script and the new test, and it explains the impact on production. It does not follow the repository template fully. It omits the Summary, Related Issues, Target Branch, Tests Added Or Updated, Coverage Notes, and Reviewer Notes headings, and it leaves the validation checklist unfilled. Coverage notes are not needed for a change limited to scripts/ and tests/, but the template still asks for the test file list and the base-branch check.
Resolution
Restructure the description to follow the repository template. Add a Summary section with the user-facing or operational change. Add Related Issues with the closing or related issue numbers, or state none. Add a Target Branch section that confirms the base is the active release/v3.8.x branch, or explain the base-red inheritance. Complete the Validation checklist, including the change type and whether npm run lint was run. Add a Tests Added Or Updated section that lists tests/unit/blacksmith-budget.test.ts. Add a Coverage Notes section, or state that no src/, open-sse/, electron/, or bin/ code changed. Add Reviewer Notes for the DOCKER_AMD64_RUNNER switch-back risk.
