perf(quota): scope availability read views to single accounts - #18741
What was broken: on instances with many connections (e.g. dozens of Antigravity and Codex accounts), opening the dashboard or keeping /dashboard/quota open caused repeated 14 to 21-second event-loop stalls ([HEALTHZ] event loop stalled 21s). During these stalls, all concurrent API requests (/v1/messages, /api/monitoring/health) and dashboard navigation froze, and frontend fetches to /api/providers/client exceeded their 20s timeout, causing the UI to falsely render "No providers found".
Root cause:
withQuotaCacheReadView unconditionally cloned the entire runtime quota cache via structuredClone for every model evaluation of every connection (availabilityScopes.map(...)). For 132 connections, this resulted in 345,072 cache entry clones taking 4.7s of pure synchronous CPU time per 30-second poll cycle.
In readCachedUsage, getQuotaSnapshotFetchedAt(id) was called beforeseedReadView(id, ...). Because the read view had not been seeded yet, getQuotaSnapshotFetchedAt treated the connection as a cache miss and executed an expensive SQLite ROW_NUMBER() OVER (PARTITION BY window_key ...) query on quota_snapshots (which can contain 400k+ historical rows) up to 12 times per account, even though fresh persistedUsage was already provided in memory by /api/usage/provider-limits. Furthermore, the resulting snapshot entry prevented seedReadView from applying the fresh in-memory quotas.
This change:
Scopes withQuotaCacheReadView to clone only the connection being evaluated when a connectionId is supplied, and reuses an active read view for nested evaluations without redundant cloning.
Calls seedReadView before falling back to getQuotaSnapshotFetchedAt, querying SQLite snapshots only when no fresh in-memory quotas exist for the connection.
Target Branch
Base is the active release/v3.8.x branch (the highest open release/v*), not main (release/v3.8.53 @ 139070680f)
Fails before the fix (unscoped cloning leaks mutations across accounts or clones the full cache).
Passes after the fix (2/2 pass).
Benchmark & Real-Environment Validation:
Tested on a self-hosted instance with 132 connections (69 Antigravity, 27 Codex, Bedrock, etc.), 182 cached quota entries, and 404,000 historical rows in quota_snapshots:
Before: 5,126 ms CPU time, 4,709 ms in structuredClone, 345,072 cache entry clones, 12 SQLite window queries per Antigravity account. Production logs recorded frequent 14s-21s stalls: [HEALTHZ] event loop stalled 21.4s (rss=1052196864, heapUsed=302935376, inflight=0).
After:137 ms CPU time (37x faster), 6 ms in clones, 105 cache entry clones, 0 SQLite queries when usage is provided.
Post-deploy production logs: /api/monitoring/health responds in 7 ms - 32 ms with 0 stalls after startup.
Scope
Only the files directly responsible are touched: src/domain/quotaCacheReadView.ts and src/lib/usage/availability.ts.
All 2,013 quota and availability unit tests pass (npm run test:unit).
Core typecheck (npm run typecheck:core), Prettier, and ESLint on changed files pass.
The isolation contract of withQuotaCacheReadView is preserved: mutations within a scoped read view remain private to the synchronous execution and are never leaked to global state or other connections.
…id redundant snapshot hydration
The 30-second dashboard quota availability calculation (/api/usage/availability)
stalled the event loop for 14-20 seconds on instances with dozens of connections.
Two compounding root causes:
1. withQuotaCacheReadView cloned the entire runtime quota cache on every model
evaluation for every connection, resulting in over 340,000 structuredClone calls
per poll cycle.
2. readCachedUsage called getQuotaSnapshotFetchedAt before seedReadView, triggering
an expensive SQLite ROW_NUMBER() OVER query on quota_snapshots (400k+ rows) even
when fresh persistedUsage was already provided in memory.
Scope read view snapshots to the single connection being evaluated, reuse active
read views for nested evaluations, and prioritize fresh in-memory usage over SQLite
snapshot hydration.
Add tests for fresh usage beating a stale exhausted snapshot, the snapshot fallback when no usage exists, and the unknown case. Document the connectionId and nested-view behavior of withQuotaCacheReadView, and state the precedence change in the changelog fragment.

Quota availability now prioritizes fresh, account-specific usage over persisted snapshots, with snapshots used as a fallback when usage is unavailable.
Reduced delays when checking quota availability.
Quota availability reads now use connection-scoped cache views and prefer available in-memory usage. When usage is unavailable, the read path loads persisted snapshot data. Tests cover cache isolation and usage-versus-snapshot precedence.
withQuotaCacheReadView can clone only the requested connection’s cache entry. Unscoped reads still clone all entries. Tests check clone counts, view contents, and isolation from shared-cache mutations.
Availability reads and precedence src/lib/usage/availability.ts, tests/unit/quota-availability-read-view-precedence-18741.test.ts, changelog.d/fixes/18741-quota-availability-read-view-stall.md
Availability evaluation uses connection-scoped read views and loads a persisted snapshot timestamp when cached or supplied usage has no quotas. Tests cover decisions with fresh usage, an exhausted snapshot, and no usage or snapshot. The changelog reports 14–21-second event-loop stalls.
Accounts whose usage payload has an empty quota map can be treated as available even when a stored snapshot says they are exhausted, which can send requests to exhausted accounts. Treat empty quota maps as unavailable before merging. The new test's data-directory handling is a smaller concern that can affect shared-process test runs.
Security architecture risk: Low · up to a8129
Account reads remain isolated, and no new access-control or request-quota bypass was established. A low-risk consistency issue remains: unavailable provider telemetry can be reported as usable instead of retaining a previously blocking state.
Retained concerns
Low · reliability · inferred: When the runtime cache is cold, a timestamped empty quotas object can suppress an unexpired exhausted snapshot and produce usable=true. Empty quotas can represent a provider telemetry failure rather than confirmed availability. This changes the base behavior and weakens visibility of quota-control state during partial failure. Private read-view isolation and independent routing checks limit the demonstrated impact to advisory status, not request enforcement.
Security review details
Security Blast Radius
inferred — The inspected external exposure is availability metadata for configured connections on one instance. The endpoint already enumerated those connections under central management policy; the PR does not expand that enumeration or grant additional authority. Deployment-specific tenant expectations were not established.
Security Findings and Attack Paths
inferred — The identified failure path is unavailable provider telemetry becoming a timestamped empty quota map and then a usable availability verdict. No path from that advisory verdict to changed request authorization or authoritative quota-cache mutation was established.
Trust Boundaries and Controls
observed — The availability route selects connection identities from server-side records and passes each connection's own ID into its read view. The inspected production flow does not accept a caller-supplied connection selector for this helper.
Resilience and Maintainability Implications
observed — Added test assertions cover private mutation isolation, unscoped compatibility, non-empty usage precedence, and snapshot fallback without usage. They do not cover empty-quota failure payloads or nested different-account evaluation. These assertions were inspected, not executed.
Hardening Proposals
proposed — Make authoritative quota observations distinguishable from unavailable telemetry. Apply usage-first precedence only when the observation supports it, preserving snapshot fallback or an unknown verdict for no-data responses without restoring unnecessary full-cache reads.

Explanation
The title uses the Conventional Commits form perf(quota): ..., which matches the required type(scope): subject pattern and the allowed perf type. It names the main change: scoping availability read views to single accounts, which the changeset implements in withQuotaCacheReadView with the new optional connectionId.
Full details: Description check
Explanation
The description follows the template's main sections: Summary, Target Branch, Proof Of Fix (in place of the template's Validation section), Scope, and Reviewer Notes. It explains the problem, root cause, and fix, and it lists before/after benchmark data and test results. It does not fill the template's Related Issues section, which has no issue number, and the Tests Added Or Updated and Coverage Notes sections are missing or unclear. The Validation checklist (change type, lint, production-code test requirement) is only partly addressed. The description is mostly complete, so the check passes, but the author should add the Related Issues reference (for example, Closes #18741), a Coverage Notes entry for the src/ changes, and a Tests Added Or Updated list that covers all four changed test files.

Fall back to snapshots when supplied quotas are empty.
Lyceum can return quotas: {} when its balance endpoint has no data. The cache stores that map with a valid fetchedAt. seedReadView then creates a non-exhausted entry, and both snapshot guards skip getQuotaSnapshotFetchedAt. An existing exhausted snapshot is not consulted, so the account can return usable: true.
Treat an empty quota map as unavailable before seeding and in both snapshot guards.

Do not replace DATA_DIR at module load.
When test:unit:fast uses --test-isolation=none, test files share a process. This assignment can redirect another file’s DB setup to TEST_DATA_DIR; the test.after hook then deletes that directory. If another file imported core.ts first, this test instead uses that file’s already selected DB. Use the suite’s isolated per-process DATA_DIR, and close the DB without removing a directory owned by other tests. (nodejs.org)
As per path instructions, “Tests must isolate DATA_DIR and close DB handles.”
