- **perf(quota):** Scope availability read views to single accounts and prioritize in-memory usage over repeated SQLite snapshot queries to eliminate 14-21s event loop stalls on instances with many connections; the dashboard availability view now prefers fresh provider-limits usage over a stale persisted snapshot, which is only read when no usage is available ([#18741](https://github.com/cheaper-inference/OmniRoute/pull/18741)) — thanks @bufftop25

Fall back to snapshots when supplied quotas are empty.

Lyceum can return quotas: {} when its balance endpoint has no data. The cache stores that map with a valid fetchedAt. seedReadView then creates a non-exhausted entry, and both snapshot guards skip getQuotaSnapshotFetchedAt. An existing exhausted snapshot is not consulted, so the account can return usable: true.

Treat an empty quota map as unavailable before seeding and in both snapshot guards.

Review comment at @src/lib/usage/availability.ts at line 366:
Treat empty quota maps as unavailable in the quota-cache seeding path and both
snapshot guards: only seed or bypass snapshot lookup when quotas contain
entries. Preserve the existing handling for populated quotas and absent quotas.

Do not replace DATA_DIR at module load.

When test:unit:fast uses --test-isolation=none, test files share a process. This assignment can redirect another file’s DB setup to TEST_DATA_DIR; the test.after hook then deletes that directory. If another file imported core.ts first, this test instead uses that file’s already selected DB. Use the suite’s isolated per-process DATA_DIR, and close the DB without removing a directory owned by other tests. (nodejs.org)

As per path instructions, “Tests must isolate DATA_DIR and close DB handles.”

Remove the module-load assignment of process.env.DATA_DIR in this test and reuse
the suite’s isolated per-process DATA_DIR. Update the test cleanup so it closes
its DB handles without deleting a directory owned by other tests; preserve the
