fix(codex): normalize quota evidence without fabricating healthy windows - #18334
Fix independently reproduced gaps in Codex quota evidence, without adding mandatory network admission or changing provider-breaker policy:
Normalize official HTTP x-<meter>-{primary,secondary}-{used-percent,window-minutes,reset-at} families and feed the existing scoped quota consumer. Preserve valid legacy token-count headers in their original units. Do not map a normal meter onto Spark just because the request model is Spark, or collapse an unknown named meter onto normal Codex.
Use one validated window parser in routing preflight and usage display. Missing/malformed percentages stay unknown, not fabricated zero-percent health. One malformed optional window/reset does not hide a valid exhausted sibling. Numeric parsing consumes a complete decimal value, not a parseFloat prefix.
Convert 0..100 percentages to fractions once. Preserve the validated raw percentage for display/legacy DTOs, avoiding float round trips. Parse official epoch-seconds, relative-seconds and HTTP minute descriptors explicitly. Invalid/absurd reset values cannot create millennia-long cooldowns.
Honor boolean allowed: false as quota denial; string "false" is not a boolean hard stop. Keep banked reset credits, paid credits and unlimited-credit flags separate from subscription exhaustion. Preserve existing reserve display, review windows, latent-window policy, per-scope state and newer-state protections.
The shared helper also normalizes the official codex.rate_limits WS DTO with unit/scope controls. WS coverage here is pure parser coverage, not new live transport persistence or pre-generation admission. Writing streaming results across owner replacement needs separate credential/revision fencing; this PR deliberately does not claim that guarantee.
Actual duration descriptors are retained in normalized signals. The fixed 5h/7d persistence DTO accepts only explicit recognized durations. Primary and secondary positions no longer imply a duration when the descriptor is absent. Routing and usage keys follow duration too: a weekly-only primary window is weekly, while unsupported or missing durations retain evidence without fabricating a session window.
Official contract / policy boundary
Pinned released reference: openai/codex rust-v0.164.0, commit 6aaac694803004a63c6f393d153c96d22521a6b9:
The 0..100 validation and 31-day scheduling/duration guard are defensive proxy policy, not claims that official signed numeric DTOs impose these exact bounds. No provider calls were made to validate this patch, and no mandatory /wham/usage-before-every-generation policy is introduced.
Independent branch from confirmed default/highest active release/v3.8.53 at 1ac00b05e2d507d416a3e9c4c278ab625ce1dbf2. Active tip, freezes and related open PRs are checked again before publication. #18312, #18329 and #18333 are not included, rewritten or merged. Related #18239 classifies capacity 429s; this patch does not change that classification or the public default network policy. No agent instructions, dependencies, snapshots, baselines, allowlists or migrations changed. Existing fixtures that represent known 5h/7d windows now state their durations explicitly; unknown-duration cases have separate controls.
Original contribution proof (historical head)
tests/unit/codex-quota-signal-normalization.test.ts uses only existing public entry points on the untouched exact base: 38 cases, 7 pass / 31 assertion failures. The same test bytes then pass 38/38, with no skip/cancellation. These failures are behavior assertions, not missing-module/import/timeout failures. Synthetic offline fetches and isolated DBs only; every DB handle is reset/closed.
tests/unit/codex-quota-wire-normalizer.test.ts adds pure controls for the new shared parser: equivalent usage/HTTP/WS units, Spark/named-meter isolation, sparse/credits-only events, valid zero, malformed siblings, custom durations, explicit reset units and bounded timing. New parser controls are additional evidence, not falsely counted as clean-base behavioral TDD failures for a previously absent export.
Configured MCP/autoCombo/cache Vitest: 56 files / 588 tests pass. Required provider golden and whole-repo lint also executed and validated from source/test hash-bound receipts. Whole lint's known raw exit 2 is separately classified as the exact-base three stale suppression counters; no suppression pruning/disable flags or baseline edits. Golden's known Windows raw failure is accepted only when exactly the six inherited GitHub/Copilot User-Agent fields differ, with Codex/every other entry matching and both deterministic/guard controls passing. Neither is claimed as a raw green run.
Provider consistency runs unchanged script source under supported Node+tsx; the copied local Bun stub cannot execute on this Windows host. No manifest/lockfile changes.
Both commits require normal pre-commit/commit-msg hooks; no stash, hook bypass, forced push or merge. The optional UI-kit reference-snapshot hook has its documented fork skip if the separate clone is absent.
Full Node unit shards, coverage ratchet and production build remain CI checks under the Contribution Golden Path. This is not a full release-green/CI-green claim. No live OAuth, generation, WS or deployment validation is claimed.
Weekly identity and tracking-policy corrections
Refs #18326, #18330. Explicit durations determine session/weekly identity, including weekly-only and reversed windows. Unknown durations remain unknown. The same tracking policy now applies to cached account selection, live preflight, recent-success explicit cutoffs and the final quota-cache exhaustion gate. Disabling a known window excludes it even when an explicit cutoff was configured; an aggregate exhaustion flag cannot re-enable a removed window.
Unknown/feature windows, model-specific Spark identity, unattributed upstream 429s without windows, paid-credit consent and account opt-out retain their contracts. The raw cached observation is preserved for independent decisions under different account policies.
The original dual-window reproduction failed on head52e469 and passed after the fix. A second assertion exposed aggregate exhaustion reintroducing the disabled window. Real SQLite routing tests then exposed a later quota-cache gate; both defects are now covered.
Validation: the 19-file affected-area run passed253/253, including43 new controls, Codex/Spark/Claude/Antigravity, cache, preflight, auth and combo neighbors. Core typecheck initially found a nullable-return annotation error in the new helper; it was corrected, and the final core check passed. The final helper's focused policy run passed33/33 and lint passed. Those overlapping runs are not summed. The nullable fallback preserves all accepted string inputs; unknown names and empty-string filtering are unchanged.
Changed-file lint/formatting, absolute file size, test discovery, changelog and normal commit hooks passed. Raw scoped complexity/cognitive checks retain existing findings; comparison with the exact preceding head found no new findings. They are not global green checks. Both Node tests use force-exit for process completion, so these runs do not certify natural handle cleanup.
Full unit/Vitest, coverage, build and required CI/Quality on the exact current head remain integration gates. No live-account/dashboard deployment acceptance, transport persistence, merge or release availability is claimed.
Current implementation head: 7f55b1435610a17d5848d5cbff07d194593cd4c4. Contributor authorship remains shevar0, with the maintainer credited for the adjustment.
Release reconciliation
Updated head: cdf7c2447fc2bc131ef067bfc4852107a54406b6. Reconciled/tested base: 85fe7ea6c64130f33b9b9ac18578d3630dad92db on release/v3.8.53. These results supersede the original-base validation above for the current head.
Preserved both later commits 52e4696 (duration-based window identity) and 7f55b14 (shared tracking-toggle policy), including their ancestry. Carried their behavior into upstream's extracted codexQuotaParser.ts and quotaLimitPolicy.ts instead of resurrecting duplicate implementations in the fetcher/auth modules. Added direct extracted-parser regression tests, moved the duration test's late top-level import before registration, and supplied an explicit 5h duration in the new upstream Spark-flag fixture without weakening its assertions. Before that carry-over, the retained duration/toggle tests produced 39 passes and 11 assertion failures out of 50; those behavior cases now pass within the expanded native run.
Expanded native compatibility: 262 passed / 262 total, no failures or cancellations, no skips.
Full configured MCP/autoCombo/cache Vitest: 588 passed, with --maxWorkers=1 --fileParallelism=false to avoid shared synthetic-DATA_DIR migration contention; no tests skipped or timeout limits increased. The initial four-worker local attempt hit that temporary-DB contention and is not presented as green default-concurrency CI.
Changed-file ESLint, Prettier, provider consistency/assets, and core TypeScript passed. Intentionally ignored scripts retain the project's normal ESLint treatment; streaming support scripts additionally passed node --check.
Migration numbering, DB boundary and error-helper checks passed. Whole-repo test-TLA gate retains 3 exact-base unchanged offenders (tests/unit/combo-hedge-isolation.test.ts, tests/unit/proxy-management-v1-route.test.ts, tests/unit/translator/claude-web-search-codex-responses.test.ts); every test changed in this PR is TLA-order safe.
Whole-repo ESLint raw exit: 2 (raw exit 2, stale existing suppressions only; no unsuppressed lint diagnostic). No suppression/baseline edits, relaxed allowlists or disabled gates. No allowlist edits.
Ordinary commit/push hooks remained enabled. No force push, rewritten contributor commits or automatic PR merge.
Read-only three-way merge with the inspected newer release tip f1a7e12035dcd59d2e223824561e640de70b9268 is conflict-free; that later tip is not misrepresented as the locally tested base.
All provider/refresh responses in regression validation are synthetic, with isolated temporary data and an external-network fence. Full sharded native/coverage/build and GitHub CI are not claimed green by these local checks. This PR remains open for review.
Issue-linked regression coverage
Refs #18326 and #18330 (Benson-mk). Both reports are covered by 25 additional executable regression cases, added in d5696d28b2d5ca82ba99a430852a04d13c9259c9. This update changes only the two test files below; no production code or policy defaults change.
The public quota fetcher, usage-badge data and pool projection agree on a weekly-only 94% primary window: 5h absent, 7d 94%. Includes camelCase, Plus dual-window/reversed-window controls, absent/unsupported durations and independent Spark weekly state.
Real isolated SQLite connections persist the weekly cutoff and use the public credential-selection path: 94% and 90% used are excluded, 85% remains eligible; old healthy observations/recent success do not bypass fresh evidence. Covers global preflight both off/on, no eligible accounts, a saved 5% → 10% cutoff change, separate cached-policy filtering before priority/round-robin/p2c, explicit preflight opt-out and paid-credit consent.
Validation on this test-only head (Node 22.23.2):
New issue regressions: 25/25 passed.
Combined affected quota/routing compatibility: 187/187 passed (includes the new cases; counts are not added together).
Full configured MCP/autoCombo/cache Vitest: 56 files / 588 tests passed, using --maxWorkers=1 --fileParallelism=false; not a default-concurrency CI claim.
Changed-file ESLint, Prettier, core TypeScript, test discovery and the new tests' top-level-await ordering passed; normal pre-commit/commit-msg hooks remained enabled.
Synthetic offline responses only, blocked external sockets for native regression runs, isolated D: data, explicit DB reset/cleanup; the new regressions and combined native run complete without --test-force-exit. The D: export is source-tree/hash checked. No reporter credentials, live provider calls, deployment or browser acceptance is claimed.
These tests validate the reports' synthetic validation-plan scenarios, not a captured reporter response. The reports explicitly leave some upstream/routing details unconfirmed. Keeping Refs, not automatic closing keywords, until upstream review and reporter confirmation. Full native shards, coverage, production build and GitHub CI remain separate integration checks. PR #18347 is not changed or incorrectly linked to these reports.

Verification of the updated head cdf7c2447fc2bc131ef067bfc4852107a54406b6 is complete for the quota fixes linked to #18326 and #18330.
The contributor merge preserves the earlier fix commit. A merge-tree simulation against release tip 8a8c64ee33b83803df74628a83f8372f7a1432c7 reports no conflicts; this is not a test of the combined tree.
167/167 focused tests passed across 15 files on Node 24.20.0, with isolated storage and no production credentials. This covers extracted parsing, weekly/unknown window identity, custom cutoffs, dual toggles, routing, paid credits and Spark isolation.
The shared window-policy and signal-normalization helpers remain preserved after extraction.
The exact-head workflows currently require fork approval (action_required), with no passing aggregate CI/Quality checks available. Full candidate admission and integration remain pending. The linked issues stay open; this verification does not claim a merge-ready result.

Bug Fixes
Codex quota windows are now identified by their reported duration, even when session and weekly windows appear in a different order. Unknown durations remain distinct instead of being treated as session or weekly quota.
Quota usage and reset data are validated more consistently, preventing malformed readings from appearing as healthy usage.
Session and weekly cutoff settings are applied consistently when checking cached quotas and evaluating live requests, while preserving paid-credit controls and unknown-window exhaustion behavior.
The change adds shared parsing for Codex quota signals from usage payloads, headers, and rate-limit events. It classifies quota windows by measured duration and applies session and weekly policy settings during cached quota checks, live preflight, and account routing.

Shared parsing validates quota measurements, durations, reset times, meter scope, and limit signals from usage payloads, official headers, and WebSocket events. The parser and quota consumers use normalized signals.
Quota windows are identified by duration rather than primary or secondary position. Session and weekly slots are populated only for their measured durations; other durations retain unknown identities. Fetcher, usage, and account-pool tests cover weekly-only, reversed, unknown, and Spark-scoped windows.

Shared policy helpers filter disabled session and weekly windows while retaining unknown windows. Cached exhaustion checks, live preflight, and routing tests cover policy toggles, cutoffs, aggregate exhaustion, and paid-credit controls.
A Spark weekly quota can appear without its “Weekly” label. This is a narrow display issue; the change is mergeable with a localized follow-up.

Security review details
Security Blast Radius
inferred — The inspected sensitive outcomes are account eligibility, quota-driven routing and cooldown metadata for Codex connections. Provider or proxy-supplied quota evidence reaches these outcomes through the caller-selected connection ID and model scope; it does not itself choose a database row or supply credentials to another connection.
Trust Boundaries and Controls
observed — External measurements cross into local routing policy through bounded numeric parsing and scope selection. This is not a mandatory admission boundary: unavailable quota normally permits execution, configured opt-outs bypass local filtering, and removing a known Codex window can suppress aggregate limitReached denial. Paid-credit mode separately denies unavailable quota.
Resilience and Maintainability Implications
observed — The persistence transaction preserves sibling scopes and updates quota and cooldown metadata atomically. It does not compare response age or owner revision, and a recognized status-200 snapshot clears that scope's cooldown. These writer semantics predate this PR; whether connection identity remains immutable through account replacement was not established.
Hardening Proposals
proposed — Before adding live WebSocket quota persistence or relying on delayed responses across credential replacement, bind observations and cleanup to an owner or credential revision and reject superseded results.

Explanation
The title "fix(codex): normalize quota evidence without fabricating healthy windows" follows the Conventional Commits format with the allowed type "fix" and scope "codex". It names the main change: normalizing Codex quota signals so malformed or missing windows stay unknown instead of appearing as healthy zero-percent windows. The changeset (new codexQuotaSignals.ts parser, duration-based window identity, and quota-window policy helpers) matches that subject.

Minor · Functional Correctness · Quick win
Derive the display label from the parsed duration, not from the raw record.
codexQuotaWindowKey classifies the window with window.windowSeconds. That value comes from parseCodexQuotaWindow, which accepts limit_window_seconds, limitWindowSeconds, window_seconds and windowSeconds. windowDurationLabel(raw) reads only the first two names.
A payload that uses windowSeconds: "604800" therefore gets the weekly key and no Weekly label. For Spark, the weekly row shows the bare displayName, so it looks the same as the session row. tests/unit/codex-quota-window-identity-18330.test.ts uses this alias shape but only asserts .used, so it does not catch the problem.
Pass the parsed duration so that the key and the label always agree.

…-less fixtures (cheaper-inference#18334)
- cachedQuotaConversion: replay the cache key identity (session/weekly, Spark
included) or the persisted windowSeconds as limit_window_seconds when rebuilding
the wire payload, so the duration-based parser no longer parks cached windows
under unknown_primary/unknown_secondary (availability blockers regressed).
- codexQuotaParser: publish only {percentUsed, resetAt} for each window, as the
declared type says, instead of leaking the internal window object.
- quotaCache: providerSpecificData is optional on isCodexQuotaExhausted so callers
that only know the connection id keep compiling and keep the default policy.
- Codex usage fixtures now carry limit_window_seconds like the real wham/usage DTO
(identity requires an explicit duration); the single-window Pro fixture asserts
its 604800s window is weekly (cheaper-inference#18326). No assertion was removed or relaxed.

…new open-sse→src edge
quotaPreflight.ts (open-sse) imported the policy from src/lib/providers, adding an open-sse→src boundary edge (773→774, at the ratchet ceiling). The module only depends on open-sse config, so it now lives in open-sse/services; src consumers import it via @omniroute/open-sse. Boundary back to 773.

Full unit/Vitest, coverage, build and required CI/Quality on the exact current head remain integration gates. No live-account/dashboard deployment acceptance, transport persistence, merge or release availability is claimed.

These results supersede the original-base validation above for the current head.Preserved both later commits 52e4696 (duration-based window identity) and 7f55b14 (shared tracking-toggle policy), including their ancestry.
--maxWorkers=1 --fileParallelism=falseto avoid shared synthetic-DATA_DIR migration contention; no tests skipped or timeout limits increased. Full sharded native/coverage/build and GitHub CI are not claimed green by these local checks. This PR remains open for review.
Issue-linked regression coverage
Refs #18326 and #18330 (Benson-mk). Both reports are covered by 25 additional executable regression cases, added in
d5696d28b2d5ca82ba99a430852a04d13c9259c9. This update changes only the two test files below; no production code or policy defaults change.Validation on this test-only head (Node 22.23.2):
--maxWorkers=1 --fileParallelism=false; not a default-concurrency CI claim.--test-force-exit.
