This PR adds entries in CHANGELOG.md for important new features that have been added since 1.2.0 was released.

- Support for [Open Policy Agent (OPA)] integration has been added to Polaris. This enables delegating
authorization decisions to external policy decision points, allowing organizations to centralize
policy management and implement complex authorization rules. OPA servers can be configured through
REST API endpoints with customizable policy paths for fine-grained access control.

nit: we have a link to OPA docs already... Why not mention how OPA can be enabled in Polaris instead (in the last phrase)?
