QP teardown follows dependency order and stops when closure fails. Initialization and validation blocks use explicit braces. ChangesGPU NetIO resource lifecycle

doca_gpu_verbs_unexport_qp and destroyQp: capture the unexport status, and if
unexporting fails, preserve the dependent QP, UAR, UMEM, and GPU resources

Reuse endpoint and route isolation (ai-dynamo#2174), descriptor and request handling (ai-dynamo#2175), completion error propagation (ai-dynamo#2177), and safe resource lifetime (ai-dynamo#2178). Preserve the existing QP CUDA device guard and add the GID selector from ai-dynamo#2052 for reproducible fabric configuration. No transport performance features. We ported this PR's production lifecycle/ownership fixes into #2290, which is now merged. Closing this PR as absorbed. Main 8d1fe3b includes QP-close-before-dependent-memory teardown, retained partial-QP handling, and setup-status/connection-map cleanup. Its MR handling is also newer than this branch (host/GPU dmabuf distinction, aligned export and fd cleanup), so retaining the old production diff would not be appropriate. Fresh DOCA 3.5.0098 qualification passed the same-node/cross-node eight-cell matrices and 513/1024/4096 descriptor READ/WRITE boundaries. This is not a claim that every constructor failure path is exception-safe; address-discovery rollback remains a separate narrow follow-up. |

The pending DOCA 3.1 compatibility change from #2052 was applied only to the test tree's kernel compatibility boundary and is not part of this PR.
Scope
This PR changes ownership and teardown only. It does not change peer memory, WQE construction, request-ring behavior, completion polling, OOB/control behavior, or performance policy. It makes no performance claim.
