fix(planner): reach the frontend admin listener in live retune - #18154
Live retune (retune.executor: dgdr) never launches a window on current main.
Since #17165, the frontend serves /router_policy only on its opt-in admin listener. That listener is off by default and binds 127.0.0.1:8002. The live retune actuator still called /router_policy on the inference port and got 404, so P12 never passed and every window was skipped as not_ready. Nothing in the log said why.
This PR points the actuator at each frontend's admin listener, adds a P10 check for the admin listener settings, and makes the Planner log why it is not ready.
This is the third PR of the stack: #18111 → #18121 → this. It is based on #18121 because it was found in the K8s smoke test of #18121. It does not depend on #18111 or #18121, so it can be rebased onto main alone if preferred.
kube.py reads the port from the frontend pod's main container env, the same way the frontend does:
None unless DYN_ENABLE_FRONTEND_ADMIN_API is truthy;
DYN_FRONTEND_ADMIN_PORT, falling back to 8002 for anything Rust's u16 parse rejects;
None for port 0 and for values from valueFrom or an unexpanded $(VAR).
AiohttpRouterPolicyClient calls http://<pod-ip>:<admin_port>/router_policy. It never calls a pod without an admin port, and reports why instead.
P10. The frontend must:
set DYN_ENABLE_FRONTEND_ADMIN_API to a literal truthy value;
set DYN_FRONTEND_ADMIN_HOST to a non-loopback IP, or to fieldRef status.podIP. An unset host means 127.0.0.1, which the Planner cannot reach;
leave DYN_FRONTEND_ADMIN_PORT unset, or set it to a literal port from 1 to 65535.
Logs.
The launch gate's not_ready line is now a warning that names the failing conditions, e.g. not_ready: P11 canary pending; P12: no router round yet.
The supervisor logs each P12 change once. A frontend that answers 404 on /router_policy is reported as having no admin listener, and the message names the three env vars.
Docs.planner-live-retune.md:
adds the admin env to the frontend example and to the prerequisites;
Frontend metrics need no change. The Planner's throughput metrics come from Prometheus. Every series it queries is still on the frontend's inference-port /metrics; checked against a live frontend: dynamo_frontend_requests_total, dynamo_frontend_{input,output}_sequence_tokens_*, dynamo_frontend_time_to_first_token_seconds_*, dynamo_frontend_inter_token_latency_seconds_*, dynamo_frontend_request_duration_seconds_* and dynamo_component_router_kv_hit_rate_*.
Validation
Unit tests.components/src/dynamo/planner/tests/unit plus tests/integration/test_live_retune_e2e.py: 2,769 passed. One failed: test_batch_environment.py::test_redis_production_lua_fences_stale_writers_and_sequences, because the local venv has no fakeredis; it is unrelated.
K8s smoke (dynamo-nebius-2 vcluster, #18121's CI planner image with this PR's retune/live overlaid):
Before: windows at 23:01 and 23:21 UTC were skipped not_ready, with dynamo_planner_retune_ready 0 and GET :8000/router_policy → 404.
After setting DYN_ENABLE_FRONTEND_ADMIN_API=1 and DYN_FRONTEND_ADMIN_HOST=0.0.0.0 on the frontend:
retune: P12 ok and P14 parity None -> True;
the Planner launched the next due window at 23:56:17. It ended as launch_too_late, which is expected: its deadline had passed before the restart;
the next window (23:40–00:00 UTC) went through the whole Scenario 2 path:
the history read bucketed 106,739 requests at 180 s in 5.6 s;
the window cut wrote 39,885 requests in 6.2 s;
4 Requests (3 grid shards of 3 planner points, plus the probe) ran as 4 Runs, with Jobs taking 32–91 s;
10 of 10 candidates were harvested at 00:03:21, and the decision was kept at 00:03:25.
Under this load the simulated max ITL was 5.9 ms against the Planner's 8 ms target, so no inner planner scaled and every candidate scored the same as the baseline. Applying a Planner change live and swapping in a new predictor were not exercised.
Not run here. Frontend TLS, which P7 still rejects.
An independent review of this PR found four issues, each reproduced before the fix. Each has a regression test.
P10 and the pod spec read $(VAR) differently. P10 checked expanded values, while the Planner reads the pod spec, where $(VAR) is not expanded yet. A frontend using DYN_FRONTEND_ADMIN_PORT=$(APORT) passed P10, yet its admin port was unreadable. P10 now reads the raw entries and rejects such values.
Host rule.
The host must now be 0.0.0.0, :: or fieldRef status.podIP.
Before, Python's ipaddress accepted forms the frontend rejects (zone ids) and missed IPv4-mapped loopback.
A literal pod IP matches one pod at most.
Port parsing. Values are parsed like Rust's u16, without int() limits, so a value thousands of digits long no longer raises out of the premise check. An envFrom source that could set the port now triggers a warning.
P12 logs the admin cause.
A pod with no readable admin listener counts as admin API off in the first round.
The P12 log fires again when the cause changes, so the admin hint reaches the log instead of a generic get:network.
Security note. The admin listener also serves the busy-threshold API (/busy_threshold, /router_policy/busy_threshold), so anyone who reaches it can make the frontend reject requests. The docs say so and give a NetworkPolicy that admits only the DGD's Planner to the admin port and leaves every other frontend port open. The frontend example points to it.
ready() is not not_ready_reasons(), so the two cannot drift.
One truthy set: frontend_config uses contracts.is_truthy.
The actuator's per-pod counter is now _admin_missing_rounds: it counts pods with no admin port as well as 404s.
The port and host parsing tests keep the default, a literal, disabled and $(VAR) rows.
Since the frontend serves /router_policy only on its opt-in admin
listener (DYN_ENABLE_FRONTEND_ADMIN_API, bound to DYN_FRONTEND_ADMIN_HOST,
127.0.0.1 by default, on DYN_FRONTEND_ADMIN_PORT, 8002 by default), the
live retune actuator's GET on the inference port answered 404. P12 then
never passed and every window was skipped as not_ready, with nothing
in the log to say why.
- The actuator calls /router_policy on each frontend pod's admin port,
read from the main container's env the way the frontend reads it
(PodInfo.admin_port replaces http_port).
- P10 requires the admin API on, bound to an address other than
loopback (or fieldRef status.podIP), with literal values and a port
from 1 to 65535.
- The launch gate logs which readiness condition fails, and the
supervisor logs each P12 change with its cause.
- The live retune guide adds the admin env to the frontend example and
rewrites the security note for the unauthenticated admin listener.

Review fixes for the frontend admin listener check:
- P10 reads the raw env entries, as the planner reads the pod spec:
a value with a $(VAR) reference is unreadable there, so P10 now
rejects it instead of passing a frontend whose admin port the
planner cannot find.
- The host must be 0.0.0.0, :: or fieldRef status.podIP. A literal pod
IP matches one pod at most, and ipaddress accepted forms the frontend
rejects (zone ids) or misjudged (IPv4-mapped loopback).
- Port values parse like Rust's u16 without int() limits, so a very
long value no longer raises out of the premise check.
- An envFrom source that could set DYN_FRONTEND_ADMIN_PORT is warned
about when the env leaves it unset.
- A frontend pod with no readable admin listener counts as admin API
disabled at once, and the supervisor logs P12 again when its cause
changes, so the admin hint reaches the log.

Live retuning now reads router policies through the frontend admin listener. P10 validates its configuration, Kubernetes pod parsing supplies its port, and P12 readiness reporting includes details about unavailable router-policy access.

The live-retune contract adds admin listener environment settings, port parsing, and PodInfo.admin_port. P10 checks the API setting, host, and port. Tests and documentation cover the configuration and its requirements.
Pod discovery and router-policy calls components/src/dynamo/planner/retune/live/kube.py, components/src/dynamo/planner/retune/live/actuator.py, components/src/dynamo/planner/tests/unit/test_live_retune_kube.py, components/src/dynamo/planner/tests/unit/test_live_retune_actuator.py, components/src/dynamo/planner/tests/live_retune_fakes.py, components/src/dynamo/planner/tests/integration/test_live_retune_e2e.py
Pod parsing derives admin_port from literal container environment settings. The policy client uses the pod IP and admin port, and reports an error when the listener is unavailable. Tests and fixtures use the admin listener configuration.
The supervisor reports readiness reasons and deduplicates P12 logs when readiness or admin API status changes. Tests cover disconnected and 404 responses, and recovery. Documentation describes the P12 endpoint requirement and listener security guidance.
Revise the NetworkPolicy example before it can broaden frontend access, and clear stale listener state so healthy replacements can launch retune windows.

The title "fix(planner): reach the frontend admin listener in live retune" matches the main change. The PR points the live retune actuator at each frontend's admin listener for /router_policy instead of the inference port, which was returning 404. Protect the admin port in the deployment example.
If a user applies this example without a NetworkPolicy, other workloads that can reach the frontend pod can PATCH /router_policy without authentication. The Security section warns about this risk, but the copyable configuration enables the listener on all IPv4 interfaces without the restriction it recommends. Include a port-specific NetworkPolicy example, or make the ingress restriction an explicit step before enabling the listener. (raw.githubusercontent.com)

Clear the missing-listener state when a pod stops serving.
If a pod without an admin port starts terminating but remains listed, this counter stays at the disabled threshold. The pod gets no further outcome to clear it. A healthy replacement can then answer /router_policy while admin_api_disabled still blocks P12. Prune counters for pods that are terminating or finished, not only for pods absent from the listing. Do not open the other frontend ports to every source.

Kubernetes combines matching NetworkPolicy allow rules, so the existing restrictions cannot cancel this rule.
