feat(planner): search the scaling policy in retune, not user constraints - #18111
Revises the planner retune search space and lets a running Planner change its scaling policy at runtime.
Worker minimums and GPU budgets are user constraints. Retune no longer searches them.
The scaling_policy group becomes searchable, including the on/off flags.
This is part A of two stacked PRs. Part B extends live retune (retune.executor: dgdr) to search planner parameters with scaling enabled, and is based on this branch.
User constraints are rejected.min_workers, prefill_min_workers, decode_min_workers, max_num_gpus and min_num_gpus (and their live names) are rejected the same way ttft_ms/itl_ms are. They stay in RUNTIME_FIELDS, so the control API can still change them.
scaling_policy is searchable. It is searched only when written. The syntax is the recommend syntax: {preset: [...]}, {preset: default} (the six presets that scale) or {preset: false} with the four knobs as domains.
The planner grid is a list of points. A scaling policy is one correlated choice of its four fields, so the grid is no longer a Cartesian product (PlannerDomain.points).
Grid rules:
Rule

Both modes off
The point is dropped; a written disabled entry is rejected. Retune-only mode still rejects retune.planner, so retune never turns scaling on
Load interval ≥ throughput interval with both modes on
The point is dropped (rejected if written)

The point is dropped (rejected if written). The scale interval is fixed at startup
optimization_target other than sla
Only load-only policies apply; written throughput entries or knobs are rejected
Full PlannerConfig validation
Runs per point in RetuneController._feasible_grid; a failing point is dropped, as before
Inactive dimensions
Folded to the running value, then points are deduplicated: load_scaling_down_sensitivity without load scaling; the throughput interval, max_throughput_scaling_replicas and the predictor without throughput scaling. The load interval stays active, because it is also the FPM cadence that refits the perf model
load_sensitivity, max_throughput_scaling_replicas and the predictor pre-sweep apply when some point enables their mode.
history_seconds must cover the largest throughput interval of any point.
Bucketing. The read task buckets history and window at every throughput interval in use.
Pre-sweep. The pre-sweep runs per interval, and predictor_presweep becomes {"by_interval": {...}} when there is more than one interval.
Inner planner warmup. Each inner planner is warmed at its own interval.
Equivalent candidates.evaluated_params (replacing with_predictor_fields) folds inactive fields to the baseline's values, so equivalent candidates replay once and an inert difference is never applied.
Swaps. A predictor swap is prepared for each interval whose candidate needs a new predictor. The decision carries the observations bucketed at the chosen interval.
Swap transient. Every inner planner, the baseline's included, starts at the window start with a freshly warmed predictor, so a candidate gets no credit for a re-warm. The host re-warms the running predictor only when predictor_rebuild_required: a predictor field changed, the throughput interval changed, or throughput scaling turned on.
Runtime reconfiguration of the scaling policy
The four fields are now RUNTIME_FIELDS, so they can be changed through the control API and through retune.
Builtin plugins.OrchestratorEngineAdapter._reconcile_builtin_plugins re-registers the builtin plugins: it unregisters the ones the new policy drops (the new synchronous unregister_internal), registers new ones as at startup, and updates kept ones in place (interval, observation window, needs).
Predictor. A change that needs a new predictor requires a prepared one: warmup_trace or cold_start through the API, or the sweep's observations through retune.
Throughput lower bound. Turning throughput off resets _throughput_lower_bound_p/_d.
Poll interval.NativePlannerBase.run re-reads the poll interval on every iteration.
FPM freshness.FpmEventSubscriber.max_age is now a shared atomic, read by snapshots and by the running cleanup task. The new set_max_age changes it and keeps the samples. RuntimeFpmProvider.set_max_fpm_age_seconds updates both subscribers, and the Planner keeps the window at PlannerConfig.fpm_max_age_seconds (3 × load interval) after each change.
FPM samples while load scaling is off (verified, no code change needed). In SLA mode the FPM pull is gated on scaling_enabled() and the load interval, not on enable_load_scaling (engine_adapter.py_compute_next_scheduled_tick). A throughput-only planner keeps feeding the regression, so turning load scaling on later is not a cold start. A new adapter test pins this across a runtime toggle.
Not included
No SLA-attainment floor, as decided. The docs note that GoodputPerGPU can prefer under-provisioning once the scaling policy is searchable.
Live retune is still router-only. That is part B.
Validation
All runs are local, against this head.
Unit tests.components/src/dynamo/planner/tests/{unit,offline,plugins,core,config}: 3,274 passed. One failed: test_batch_environment.py::test_redis_production_lua_fences_stale_writers_and_sequences, because the local venv has no fakeredis; it is unrelated.
New tests cover:
the grid rules and folding;
user-constraint rejection;
multi-interval sweep inputs, warmups and swaps;
an interval-change decision;
plugin re-registration across runtime toggles;
control-API scaling-policy updates with FPM-age sync;
the run-loop poll interval;
the provider predict path.
Rust.lib/bindings/python: fpm::tests (11, two new) pass, cargo fmt --check and cargo clippy --all-targets -D warnings are clean.
Static checks. pre-commit is clean on the changed files. mypy on planner and replay reports only the existing missing redis/nvtx stubs.
Integration (real replay). These ran with bindings built from this branch (maturin build --profile dev with the CI wheel features):
planner/tests/integration/test_retune_sweep_workers.py, replay/tests/test_retune_replay.py and planner/tests/offline: 73 passed. One test, test_planner_candidate_replay_is_identical_across_processes, hit its 120 s timeout on the debug build and passes without the timeout.
replay/tests, replay/tests/e2e/test_retune_predict_cli.py and planner/tests/integration/test_live_retune_e2e.py: 155 passed.
The new test_retune_lands_a_scaling_policy_change_mid_run runs a real replay. Retune moves load_adjustment_interval_seconds from 5 s to the chosen grid value mid-run, and the outer Planner's config and its load plugin's execution_interval_seconds switch at the first tick after the decision.
An independent review of this PR found three issues, each reproduced before the fix. The commit also adds a regression test for each.
Stale throughput floor. The policy hybrid → throughput-only → hybrid kept the throughput lower bounds from the first hybrid phase. The throughput loop refreshes them only while load scaling runs. Turning load scaling back on now drops them.
Loop phases. A policy change reset both loop pointers. A kept throughput builtin kept its own phase, so run_throughput_scaling, and the metrics and diagnostics that follow it, fired on other ticks than the predictor. Now only the loops whose builtins are newly registered restart.
Predictor folding.
The predictor fields now fold to the running values without throughput scaling, as the docs say. The startup point no longer replays apart from an equivalent grid point, and no longer carries an inert predictor change.
A candidate at an interval where the pre-sweep picked no winner keeps the running predictor. Every candidate at an interval now shares the predictor its swap is prepared with.
Not changed: nothing requires retune.interval_seconds ≥ a candidate's throughput interval. A shorter window never runs that point's throughput loop. Adding the rule would reject configurations accepted today, so it is left for a follow-up.
From jthomson04's and CodeRabbit's reviews. The two phase bugs have regression tests that drive ticks across the change and fail without the fix.
Pending tick after a change. The host's pending tick was planned under the old intervals. Cutting the throughput interval 120 → 60 made the predictor fire on a tick without traffic and then a tick apart from run_throughput_scaling. The engine now has next_scheduled_tick(): the run loop replaces its pending tick after an activation, and replay after it applies a decision.
Phase of a newly registered builtin. It is anchored at the last tick, as initial_tick anchors the startup builtins. register_internal anchored it on the scale-interval grid, which a wall-clock tick is not on, so it fired a tick after its loop.
Cleanups.
The orchestrator's throughput lower bound reset is gone: nothing reads that bound.
reconfiguration.PREDICTOR_FIELDS and SCALING_POLICY_FIELDS derive from the retune domain key tuples.
with_predictor_fields, and the evaluated_params branch only it reached, are removed.
The unread FpmEventSubscriber.max_age_seconds getter is removed.
CodeRabbit.
set_max_age takes effect after start_tracking, and the docs now say so.
The runtime-update docs give the warmup's bucket interval and the cadence after a mode or interval change.
Planner suites: 3,281 passed; the same fakeredis test fails.
Real-replay retune tests, with this branch's bindings: 24 passed. test_planner_candidate_replay_is_identical_across_processes hit its 120 s timeout on the debug build, as before.
cargo clippy -D warnings on the bindings is clean.
Where should the reviewer start?
retune/domains.py: the grid rules and folding.
plugins/orchestrator/engine_adapter.pyapply_runtime_configuration/_reconcile_builtin_plugins: the runtime switch.
Retune no longer searches worker minimums and GPU budgets: they are user
constraints, rejected in retune.planner like the SLA and still changeable
through the Planner config and the runtime control API.
The scaling_policy group (both scaling flags and both intervals) becomes a
retune knob and a runtime field:
- retune.planner expands to a list of canonical points: invalid policies
(both modes off, load interval not below the throughput interval, an
interval the scale interval does not divide) are dropped, fields a
point's modes make inactive fold to the running value, and equal
points are kept once. Retune-only mode still rejects retune.planner.
- The replay sweep buckets history at every throughput interval in use,
runs the predictor pre-sweep per interval, warms each inner planner at
its own interval, and prepares a swap for each interval whose
candidate needs a new predictor.
- A running engine re-registers its builtin plugins when the policy
changes, resets the throughput lower bounds when throughput scaling
turns off, and requires a prepared predictor when the throughput
interval changes or throughput scaling turns on.
- The run loop re-reads its poll interval, and the FPM freshness window
follows the load interval through FpmEventSubscriber.set_max_age, a
shared atomic the running cleanup task reads too.

Review fixes for the runtime scaling policy and retune folding:
- Turning load scaling back on drops the throughput lower bounds. The
throughput loop refreshes them only while load scaling runs, so a
hybrid -> throughput-only -> hybrid switch otherwise floored the first
load decisions at the first hybrid phase's target.
- A policy change restarts only the loops whose builtins it registers.
A kept builtin keeps its phase, and resetting its loop pointer made
run_throughput_scaling (and the metrics and diagnostics that follow
it) fire on other ticks than the kept predictor.
- The predictor fields fold to the running values without throughput
scaling, as the docs say, so the startup point no longer replays apart
from an equivalent grid point or carries an inert predictor change.
- A candidate that scales at an interval where the pre-sweep picked no
winner keeps the running predictor, so every candidate at an interval
shares the predictor its swap is prepared with.

Planner retuning now searches scaling policies as validated planner points and prepares predictor history by throughput interval. Runtime configuration can update scaling modes, intervals, built-in plugins, and FPM freshness settings.
Retune expands scaling policies into canonical planner points and filters invalid combinations. Worker minimums and GPU budgets are treated as user constraints, not search knobs.
The sweep collects observations and prepares predictors for each throughput interval used by the running planner or candidates. Candidate replays use interval-specific predictor results and warmup data.
Candidate validation and predictor rebuilds components/src/dynamo/planner/reconfiguration.py, components/src/dynamo/planner/offline/replay_adapter.py, components/src/dynamo/planner/retune/controller.py, components/src/dynamo/planner/tests/unit/test_retune_controller.py, docs/fern/pages/developer-guide/knowledge-base/modular-components/planner/planner-design.md
Retune filters infeasible planner points and checks whether applying a candidate requires predictor rebuilding. Required warmup observations and errors are selected for the candidate’s throughput interval.
FPM subscribers can update their maximum sample age without clearing tracked samples. Planner configuration synchronizes provider freshness and recalculates polling intervals during the run loop.
Runtime updates reconcile built-in plugins and their settings. They validate prepared predictors and reset throughput lower bounds in the specified scaling-policy transitions.
The planner scaling-policy changes look functionally sound. Fix the stale runtime-update documentation and the set_max_age docstring so operators and callers are not misled about warmup bucketing, scaling cadence, and the effect of setting the FPM age before tracking starts.

Correct the warmup-interval and cadence wording in the runtime-update section.
Two sentences in this section no longer match runtime behavior:
Warmup observations are bucketed at the candidate's throughput_adjustment_interval_seconds, not the unchanged interval. A PATCH can change that interval, and the page already requires a warmup trace for that change.
Updates keep the existing scaling cadence only when they do not change scaling modes or intervals. Turning a scaling mode on or off changes when its builtin plugins first run. Changing a load or throughput interval changes the tick timing and the FPM freshness window.

Replace the shared mutable {} defaults on _SweepInputs.
NamedTuple field defaults become default arguments of __new__. Python creates each default once. Every _SweepInputs built without these fields shares the same three dict objects, for example the early return at Line 728. No current caller mutates them, so nothing fails today. A later inputs.warmup_paths[interval] = ... would leak into all later sweeps in the same process.
Add from types import MappingProxyType at the top of the module. Another option is to pass explicit {} values at Line 728 and remove the defaults.

Two phase bugs in the runtime scaling-policy switch; the rest is cleanup. The phase tests only change the load interval under VirtualClock, so neither is covered.
Review fixes from jthomson04 on the runtime scaling-policy switch:
- The host's pending tick was planned under the old intervals, so a
shorter throughput interval made the predictor fire on a tick without
traffic and drift a tick apart from its loop flag. The engine now
exposes next_scheduled_tick(); the run loop replaces its pending tick
after an activation, and replay after it applies a decision.
- A builtin registered by a policy change is anchored at the last tick,
as initial_tick anchors the startup builtins, instead of the
scale-interval grid a wall-clock tick is not on.
- Drop the orchestrator's throughput lower bound reset: nothing reads it.
- reconfiguration.PREDICTOR_FIELDS and SCALING_POLICY_FIELDS derive from
the retune domain key tuples; sweep uses one name.
- Remove with_predictor_fields and the evaluated_params branch only it
reached; its tests now use evaluated_params with a base planner.
- Remove the unread FpmEventSubscriber.max_age_seconds getter and stub.

RUNTIME_FIELDS, so they can be changed through the control API and through retune.OrchestratorEngineAdapter._reconcile_builtin_pluginsre-registers the builtin plugins: it unregisters the ones the new policy drops (the new synchronousunregister_internal), registers new ones as at startup, and updates kept ones in place (interval, observation window, needs).warmup_traceorcold_startthrough the API, or the sweep's observations through retune._throughput_lower_bound_p/_d.NativePlannerBase.runre-reads the poll interval on every iteration.FpmEventSubscriber.max_ageis now a shared atomic, read by snapshots and by the running cleanup task. The newset_max_agechanges it and keeps the samples.RuntimeFpmProvider.set_max_fpm_age_secondsupdates both subscribers, and the Planner keeps the window atPlannerConfig.fpm_max_age_seconds(3 × load interval) after each change.scaling_enabled()and the load interval, not onenable_load_scaling(engine_adapter.py_compute_next_scheduled_tick). A throughput-only planner keeps feeding the regression, so turning load scaling on later is not a cold start. A new adapter test pins this across a runtime toggle. Not included

Review fixes (07d1512)
An independent review of this PR found three issues, each reproduced before the fix. The commit also adds a regression test for each.
run_throughput_scaling, and the metrics and diagnostics that follow it, fired on other ticks than the predictor. Now only the loops whose builtins are newly registered restart. Not changed: nothing requires
retune.interval_seconds≥ a candidate's throughput interval. A shorter window never runs that point's throughput loop. Adding the rule would reject configurations accepted today, so it is left for a follow-up.Review fixes (107b9f2, 20d4c55)
From jthomson04's and CodeRabbit's reviews. The two phase bugs have regression tests that drive ticks across the change and fail without the fix.
