Since the SGLang 0.5.23 bump (#17653), three Post-Merge GPU tests fail on every run on main: test_sglang_deployment[mm_agg_router_qwen2-vl-2b-4], [mm_agg_router_qwen2.5-vl-3b-4] and [mm_agg_router_qwen3-vl-2b-4]. Each run ends with:
AssertionError: router_kv_hit_rate: mean over R2+ (0.043) below required min (0.9). delta_n=2.0, delta_sum=0.087. Router-side block hashes did not match the worker — MM-aware routing degraded silently.
SGLang 0.5.23 gives images "wide" pad values. On such builds the router uses only the text blocks before the first image to choose a worker, by design (#17126, #17653). These prompts have about one text block before the image, out of about 23 blocks, so the router hit rate is about 0.04. The worker still reuses the image KV cache. #17653 relaxed the router hit-rate check for the video case but not for these three image cases. The defect is in the tests, not in the router or the worker.

Proposed fix
The three image mm_agg_router cases now use the same wide-pad check as the video case. When the installed SGLang has wide pad values, they drop the router hit-rate floor. They still check that the worker reuses cached tokens on repeated requests, and that the router reports new hit-rate observations for the repeats. On scalar-pad SGLang builds they still require a hit rate of at least 0.9. The video case's check moves into the SGLang multimodal profiles, so both share one definition.
CachedTokensChatPayload in tests/utils/payloads.py gets a require_kv_hit_rate_observations flag, so the observation check no longer depends on the floor. It is on whenever a test sets a floor above 0, so other callers behave as before.

Validation
This PR adds no tests. It changes three existing GPU test cases in tests/serve/multimodal_profiles/sglang.py (mm_agg_router for qwen3-vl-2b, qwen2.5-vl-3b and qwen2-vl-2b) so they use the wide-pad gate. It also moves the video case's gate class from tests/serve/test_sglang.py into that file, so both use one class, and separates the router observation check from the hit-rate floor in tests/utils/payloads.py. These tests run on one GPU against a live SGLang worker and the Dynamo router.

SGLang 0.5.23 (ai-dynamo#17653) gives images wide pad values, and Dynamo routes
them by text prefix only, so the three post-merge image agg_router cases
could not reach router_kv_hit_rate 0.9. Share the wide-pad gate that the
video case already used and apply it to the qwen3-vl-2b, qwen2.5-vl-3b and
qwen2-vl-2b image cases. Scalar-pad builds still require 0.9.

Summary
Configurable payload construction and SGLang behavior tests/utils/multimodal.py, tests/serve/multimodal_profiles/sglang.py
The cached-token payload factory accepts a payload class to instantiate. The new SGLang payload class sets the minimum average KV hit rate to 0.0 when wide multimodal pad values are supported.
Apply the SGLang payload to routing cases tests/serve/multimodal_profiles/sglang.py, tests/serve/test_sglang.py
Three multimodal model profiles and the video frontend-decoding test use the SGLang payload class. The test module removes its former video-specific subclass.
Wide-pad routing tests can pass without confirming router hit-rate observations. This is a bounded test-coverage gap, so the change is mergeable with a follow-up to restore that check.

Move the import to module scope without a fallback.
sglang_has_wide_mm_pad_values is defined at module level in dynamo.sglang._compat. That module guards its SGLang imports, so importing it does not require SGLang. The import can sit at the top of the file. The function-local import violates the repository rule that imports belong at module scope. The optional-dependency exception does not apply, because no try/except ImportError or None fallback is involved. A None fallback would also break the later call.

factory: About the nitpick in the CodeRabbit review that asks to move the sglang_has_wide_mm_pad_values import in tests/serve/multimodal_profiles/sglang.py to module scope: I changed nothing.
dynamo.sglang._compat imports sglang at its top level. Its try block re-raises ModuleNotFoundError when the missing module is sglang itself, so importing it fails where SGLang is not installed. tests/serve/test_sglang.py imports this profiles module at collection time. A module-scope import would therefore break test collection in the vLLM and TensorRT-LLM containers. The import stays inside bind_environment, which runs only when an SGLang test starts. The video case on main used the same pattern for the same reason.

nursery: I added a docstring to SGLangMmRoutingPayload.bind_environment in commit 711bd7b45382fa019344894890f74e5220dba3a5 to address the documentation finding in the CodeRabbit summary. It explains that wide-pad builds relax the hit-rate floor while still requiring router observations. The observation check itself was already restored in b1b9f8c98e8233af6652dce121afc00308374cd8: validate captures the first-request baseline, and final_validation requires new observations on repeats even when the floor is zero. The worker cached-token check still runs.
