…icks in aggregated mode The default cost function caps overlap credit at the request's own prefill, so a little extra decode load on the worker that holds a resumed session's prefix sends the next turn to a cold worker that recomputes it. Add an opt-in prefix_affinity_weight (default 0) that charges each prompt block a candidate is missing from its device cache, in both the plugin scorer and the reference selector. Also install the non-max-overlap observer on aggregated routers, so router_non_max_overlap_selections_total no longer reads 0 by construction in single-pool deployments. @jthomson04 could you take a look when you have a moment? opt-in prefix_affinity_weight for the default router cost, off by default. with weight 4, the cpu replay of the 16 x 12 workload from #16194 moved 2 to 6 of 176 resumed turns instead of 41 to 52, and recomputed about 60% fewer prefill tokens. cc @waynehacking8, thanks for the root cause notes in the issue. |

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick winInitialize the labels used by aggregated-router emissions.
The observer runs for aggregated roles, but production callers label those routers as
decodeorprefill, notaggregated. Only theprefillchild is initialized, so the aggregated router’sworker_type="decode"series is absent until its first event. Initialize both emitted labels.Suggested fix

Cache-aware decode scoring subtracts the overlap credit from decode load and returned before prefix_affinity_weight was applied, so the weight did nothing there. That path covers conditional disaggregation and aggregated routing without prefill tracking, since aggregated routers carry the decode label. Charge missing prefix blocks on it in both the plugin scorer and the reference selector; load-only decode routing with zero overlap credit still ignores the weight. Plain decode now zeroes the weight with the other cache weights, so it never asks for cache inputs. Also initialize the decode series of the non-max-overlap metrics, since aggregated routers emit under that label. Signed-off-by: Dundy Pasupuleti <dundysm@gmail.com>

The affinity calculation uses request_blocks.value, but prepare stores context.request_blocks().max(1) there solely to avoid a divide-by-zero in overlap decay. An empty/embeddings-only request therefore acquires one fictitious missing prefix block on every worker. Because this added cost is subsequently multiplied by each worker's preferred-taint multiplier, it is not merely a common offset and can change which worker is selected even though the request has no prefix. The reference scorer repeats the same clamp. Preserve the real (possibly zero) prompt-block count for this penalty and keep the clamped value only for normalization.
🤖 AI Fix
Track the unclamped request block count separately and use it for missing-prefix penalties in both plugin and reference scorers, with a regression test for a zero-block request and differing preferred-taint multipliers.

good catch, fixed in 5e1ab89. the penalty now uses the unclamped prompt block count in both the plugin scorer and the reference scorer, so an empty prompt charges nothing; the .max(1) clamp stays only on the divisor. added prefix_affinity_weight_charges_nothing_for_empty_prompt, which uses two workers with different preferred-taint multipliers and checks plugin and reference agree and pick the lower cost worker. it fails on the old code.

PreparedRequest::request_blocks is clamped to at least one only to protect overlap-decay division, but this new affinity term reuses that clamped value. A zero-block request therefore receives a fictitious missing-prefix penalty on every candidate; because the resulting score is subsequently multiplied by the candidate-specific preferred-taint multiplier, this can change worker selection rather than acting as a harmless common offset. The reference selector repeats the same clamp. Preserve the real, possibly zero block count for affinity scoring and reserve the clamped value for normalization.

The new outer label loop repeats every matrix case for decode, but DefaultScorer::prepare only makes that label observable when prefill tracking is disabled, and this test does so only for mode % 4 == 3. The other 48 of 64 decode-label modes traverse the same scoring path already retained under test, adding 24,576 seeded selections without protecting another contract. Keep the full test matrix and retain decode only for the no-prefill-tracking modes that exercise cache-aware decode subtraction.
🤖 AI Fix
Restrict the decode parity cases to modes where mode % 4 == 3, while retaining the complete matrix for the test label.
There was a problem hiding this comment.
done, the decode label now only runs mode % 4 == 3, where prefill tracking is off and the cache-aware decode path is the one under test.
The affinity penalty reused the request block count clamped to one, so an empty prompt was charged a phantom missing block that the preferred-taint multiplier then scaled per worker. Use the unclamped count in both the plugin and reference scorers and add a regression test. Restrict the decode parity loop to the cache-aware decode mode and drop a restating comment. Overview:
the kv router's default cost function can move a resumed multi-turn session off the worker that holds its prefix. the overlap credit only offsets the request's own prefill (
max(0, raw_prefill - credit)), so it is worth at most one request of load. one extra in-flight sequence on the cache holder is enough to send the next turn to a cold worker, which then recomputes the whole ~3k token prefix.this pr adds an opt-in
prefix_affinity_weightto the default policy (default0, so existing scoring is unchanged) and makesrouter_non_max_overlap_selections_totalreport on aggregated routers, where it read 0 by construction.Details:
prefix_affinity_weightaddsweight * missing_prefix_blocksto each candidate's score, wheremissing_prefix_blocksis the number of prompt blocks the worker does not hold on device. the term is not capped, so a session stays on its cache holder until the load gap is larger than the weighted cost of the blocks the other worker would recompute. it is a bias, not a pin: a large enough load gap still moves the request.parametersmapping or changed at runtime through the router policy api from feat(router): add runtime router policy management #16818. it is also aKvRouterConfigfield (serde default 0, skipped when default, validated finite and non-negative) so offline replay and direct callers can use it. no new cli flag or env var, in line with the v1.7 move of scoring weights into the policy yaml.worker_type == Prefillinembedded.rs). aggregated routers now install it too; decode routers still do not, since they ignore prompt overlap by design. metric help text and the metrics catalog are updated to match.configuration-and-tuning.mddescribes the new parameter and lists it among the runtime parameters.before and after
offline mocker replay on cpu (
dynamo-mockeroffline replay, 2 aggregated vllm-style workers, block size 64, 512 gpu blocks and 8 max seqs per worker). workload as in the issue: 16 sessions x 12 turns, stable 3,000 token prefix per session, 96 new tokens and 32 output tokens per turn, session starts seeded over 0 to 8 s, 0.25 to 1.75 s pauses between turns. 176 resumed turns per run.prefix_affinity_weight: 4prefix_affinity_weight: 4prefix_affinity_weight: 4across the three seeds,
prefix_affinity_weight: 4cuts recomputed prefill tokens by about 60% against default kv routing (mean 252k to 102k), cuts resumed-turn p95 ttft by about 30%, and drops picks of a lower-overlap worker from between 37 and 47 per run to between 2 and 5. total replay time did not get worse (26.9 to 28.1 s versus 28.2 to 28.9 s with defaults). smaller weights help less:1moved 23 to 33 turns and2moved 9 to 16.for comparison, raising
prefill_load_scaleto 4 (the workaround from the issue thread) gives similar locality in this replay (4 to 12 moves). the difference is thatprefill_load_scalealso scales every worker's queued prefill backlog, whileprefix_affinity_weightonly prices the prefix a candidate is missing, so it leaves prefill load balancing for cold requests as it was.the moved counts at default weights (41 to 52 of 176) line up with the gpu-free repro in the issue thread (54 and 42 of 176). the replay uses random tie breaking, so reruns move by a few turns.
