Summary

Expose frontend-local router tuning through /router_policy: update live worker-selection parameters and manage model-level busy thresholds without rebuilding routing pipelines.

  • GET/PATCH /router_policy discovers concrete router instances and conditionally updates their resolved parameters. Revisions reject stale writes; partial null values and whole-policy reset restore startup values. Retired or timed-out instances are omitted from listings so healthy routers remain discoverable.
  • GET/POST /router_policy/busy_threshold manages the existing three model-level overload thresholds. The legacy GET/POST /busy_threshold routes share the same handlers and state. Threshold updates retain their model scope, partial-update/null semantics, and absence of revision/reset support; they are not atomic with selection-policy updates.
  • Every nonzero cache-scoring weight declares its cache-input dependency. Cache-free routers reject enabling these weights. Legacy load-only and plain-decode startup values are normalized to their effective zero cache credits, preserving host accounting and cache-free startup behavior.
  • Selection replacement is serialized with worker selection in the scheduler actor. It preserves queues, KV indexes, active bookings, and deferred cleanup; cancelled queued writes are skipped. Weak control references do not retain retired actors. Custom policies can opt in through a replacement builder, as shown by the canonical example.
  • Both resources use the existing frontend HTTP listener (8000 by default), with the existing default-enabled admin switch and no separate admin authentication. DYN_DISABLE_FRONTEND_ADMIN_API=1 disables the namespace and legacy alias. System-port/authentication separation remains outside this change.

Startup compatibility: For cache-capable roles, existing policy YAML that explicitly combines overlap_score_credit: 0 with a nonzero host, disk, or shared-cache scoring weight now requests cache inputs at startup; previously zero device credit suppressed those inputs. When device credit is zero, omitted tier weights resolve to zero instead of inheriting router values. Set all four cache-scoring weights to zero to retain load-only behavior. Plain disaggregated decode continues to resolve all four weights to zero.

Follow-up TODO: Revisit frontend admin write exposure, including listener separation, authentication, and default enablement. This PR retains the existing HTTP listener and admin defaults; the route registration site records the TODO.

Settings are process-local and not persisted. A controller must address each frontend replica and reapply desired values after router recreation. The standalone Python router has no new HTTP listener.

Closes #16810. Related to #13545.

Validation

  • Frontend service suite: 427 passed, covering shared state through new/legacy threshold paths, model and WorkerSet scope, partial/null updates, invalid-write atomicity, admin gating, live policy updates, and stalled-scheduler isolation.
  • Built-in policy suites: 86 passed, 2 ignored, including shared startup/runtime parameter validation, cache-input rejection with unchanged revisions, tier-only scoring in prefill and conditional decode, reset, stale writes, cancellation, and active-booking preservation.
  • Frontend KV router integration suite: 27 passed, including load-only indexing/subscription behavior and frozen routing traces; runtime policy HTTP tests: 3 passed after the cache-input fix.
  • Scheduler regression suite: 276 passed, 1 ignored.
  • Strict Clippy (-D warnings) for the router, builtin policy, and no-default-features LLM library; cargo fmt, docs lint, and pre-commit run --all-files.
  • CPU default-selection microbenchmark: two serial before/after pairs on the same CPU, covering 8–4096 workers at temperatures 0 and 0.7. All cases retain zero allocations per 100 warm selections. Observed timing deltas range from -5.7% to +8.3%; this is microbenchmark evidence, not a serving-throughput result.
  • Cache-input follow-up microbenchmark: two serial pairs against ae5fae68dc, on CPU 23, for the same 10 default-selection cases. Zero allocations per 100 warm selections in every case; median-time deltas ranged from -5.3% to +4.0% across the pairs.
  • Local fern check and fern docs broken-links report the same errors as untouched base dd742c1546, including absent generated API documentation (reference/api/python/README.mdx).

Summary by CodeRabbit

  • New Features
    • Built-in worker-selection policies can now be updated at runtime through the admin API, including changing scoring parameters or resetting them to their startup values.
    • List router policies and optionally filter by model. Updates require the current revision and affect future worker selections; changes are process-local and aren’t persisted.
  • Documentation
    • Added guidance for configuring runtime updates, supported parameters, and API responses, with an example for a custom policy.

Review in Change Stack →

Walkthrough

The change adds process-local runtime configuration for worker-selection policies. It adds scheduler-serialized reads and updates, a frontend admin API for listing and updating KV router instances, and runtime configuration support in the built-in and example policies.

Changes

Runtime KV Router Policy Updates

Layer / File(s) Summary
Runtime policy contract and replacement
lib/kv-router/src/plugins/worker_selection.rs, lib/kv-router/src/plugins/worker_selection/runtime.rs, lib/kv-router/src/scheduling/selector/*, docs/fern/pages/developer-guide/knowledge-base/modular-components/router/custom-worker-selection.mdx
Policies can opt in to runtime configuration with a replacement builder. Updates require an expected revision; patches preserve omitted values, null restores a startup value, and reset restores all startup parameters. Replacements are rejected if they require unavailable inputs or change affinity behavior or worker labels.
Scheduler-serialized policy control
lib/kv-router/src/scheduling/queue.rs, lib/kv-router/src/scheduling/local.rs, lib/llm/src/kv_router.rs
The scheduler exposes a shared runtime-policy control handle. The actor processes reads and updates between selections, skips requests whose response channel has closed, and retains its cleanup handling.
Router registry and frontend API
lib/llm/src/discovery.rs, lib/llm/src/discovery/model_manager.rs, lib/llm/src/discovery/router_policy.rs, lib/llm/src/http/service/router_policy.rs, lib/llm/src/http/service/service_v2.rs, docs/fern/pages/developer-guide/knowledge-base/modular-components/router/configuration-and-tuning.md
The model manager registers router controls in a process-local registry. GET /router_policy lists routers, optionally filtered by model, and PATCH /router_policy updates one router. The API validates requests, applies timeouts and body limits, and maps policy errors to HTTP responses.
Built-in and example policy implementations
lib/router-plugins/builtin/Cargo.toml, lib/router-plugins/builtin/src/default.rs, lib/router-plugins/builtin/src/default/parameters.rs, lib/router-plugins/builtin/tests/*, examples/router/custom-policy-example/*
The built-in policy exposes its resolved scoring parameters for runtime updates. The example simple-filter-score-pick policy supports updating min_device_overlap_blocks. Tests cover selection changes, reset, conflicts, invalid parameters, and lifecycle behavior.

Priority: ➖ Normal

Estimated code review effort: 4 (Complex) | ~45 minutes

Merge Risk: 🔵 Low · up to 79921

The new router policy admin API works as described, but one slow scheduler can make the whole router listing fail. Operators cannot then discover the IDs of healthy routers. This is a small, admin-only issue and can be followed up after merge.

Full details: Out of Scope Changes check

Explanation

The changes match the stated objectives. They implement process-local router policy updates, admin API support, built-in and opt-in custom policies, documentation, and tests without adding persistence, distribution, Planner changes, or routing-mode changes.

Full details: Linked Issues check

Explanation

The changes implement the coding requirements in directly linked issue [#16810]. The frontend API lists live router instances, exposes resolved parameters and revisions, targets model/endpoint/role, validates conditional patches and reset operations, and maps errors. Scheduler control serializes updates with selection and retains queue, KV state, active bookings, and cleanup behavior. Built-in policies opt in, unsupported policies return an explicit error, and tests cover selection changes, invalid and stale writes, reset, cancellation, booking preservation, HTTP handling, and admin gating. The summary also reports hot-path allocation measurements. No excluded file affects this assessment.

Full details: Out of Scope Changes check

Explanation

The changes remain within [#16810]. The runtime-policy abstractions, built-in policy integration, canonical custom-policy example, documentation, registry, and frontend HTTP wiring directly support the requested runtime update feature. The changes do not add persistence, cross-frontend distribution, Planner updates, routing-mode changes, queue or indexer reconfiguration, or a standalone Python HTTP listener. The related issue [#13545] is not treated as a separate objective.

Full details: Description check

Explanation

The description is detailed and covers the change, scope, compatibility behavior, validation, and related issues. It includes the required issue references through "Closes #16810" and "Related to #13545". It does not use the template headings exactly and does not include a dedicated "Where should the reviewer start?" section, but the content is otherwise substantially complete.

workers to provide usable overlap data, or cold and replay requests may have no
eligible workers, including in the Mocker walkthrough.

- Around line 108-121: Update the per-router result handling in the `list`

returning `RuntimePolicyError::Unavailable`, rather than failing the entire

Previously reported defects still present:

  • Original discussion: The reported availability defect remains at the reviewed head: a timeout from any router control is converted to RuntimePolicyError::Unavailable and then aborts the entire GET /router_policy response with 503, hiding healthy router IDs. Handle a per-router timeout independently, such as omitting that entry while preserving other errors.
  • Original discussion: The runtime-update example still patches min_device_overlap_blocks to 2.0 immediately after the Mocker walkthrough, although the same document explains that positive thresholds can eliminate every candidate when Mocker provides no usable overlap data. Clarify the input requirement or use a safe value so following the example does not make routing fail.
  • Original discussion: This remains present: a single scheduler timing out during GET /router_policy is converted to Unavailable and causes the entire listing to return 503, preventing discovery and updates of otherwise healthy routers. Treat a per-router timeout like the already-omitted retired-router case, or represent its status separately.

Core design looks right: replacement serialized on the scheduler actor, revision CAS, is_closed() skip for abandoned writes, and the weak registry. One open question on exposure (service_v2.rs); the rest are simplifications and nits.

Previously reported defects still present:

  • Original discussion: The unauthenticated, default-enabled /router_policy PATCH remains on the inference listener. Any client able to reach that port can materially alter routing for all traffic, for example by setting a very large valid router_temperature; the author explicitly deferred moving the endpoint to a protected system/admin boundary.
  • Original discussion: Verified still present at the reviewed head: /router_policy registers a default-enabled, unauthenticated PATCH endpoint on the inference listener. Any client able to reach that port can change routing parameters for all traffic; the author explicitly deferred moving it to an authenticated/system listener or disabling writes by default.
  • Original discussion: Verified still present at the reviewed head: the enabled-by-default frontend admin surface registers unauthenticated PATCH /router_policy on the inference listener. Any caller that can reach that port can change routing for all traffic; for example, a very large valid router_temperature effectively randomizes KV routing. The author explicitly deferred moving this write to a protected/system listener or making it opt-in, so the original exposure concern remains outstanding.

Resolves lib/kv-router/src/scheduling/selector/policy.rs against the
runtime router policy management change (ai-dynamo#16818). Both sides had
extracted the same helper from required_worker_inputs; main's
input_requirements is kept, made pub(crate), and the selection core
calls it. A runtime replacement now carries the attached resident block
counts over, since the builder constructs the replacement without them,
and a test fails if that line is dropped.
