Summary

Adds an opt-in worker-selection input, RESIDENT_BLOCKS, exported from plugins::worker_selection::experimental::resident_blocks, that gives filters, scorers, and pickers the number of blocks the router's indexer tracks for each worker rank, including cached blocks no running request uses. The existing load inputs count only active blocks, so a worker that just drained a burst reads as nearly idle while its cache is still full. This count tells a policy how much a placement could evict, the eviction-pressure half of a residency signal.

This is the first step agreed with the router maintainers for #10697. Session liveness, so that a policy can tell live session blocks from dead cache, will follow separately.

Details

  • Producer. When a partition's policy declares RESIDENT_BLOCKS, the selection core turns on tracking in that partition's indexer. Each event thread then keeps one cache-line-padded atomic counter per rank it owns. After every event it applies to a rank (stores, removes, clears, approximate-LRU and TTL updates), it stores the size of the rank's live block map, so the count can't drift the way the mirror counters removed in chore(kv-router): derive sizes from live lookups #9108 did. Turning tracking on backfills counters for the ranks a thread already holds. Readers find counters through an ArcSwap map that changes only when a rank appears or is removed. Nothing is added to find_matches, OverlapScores, or the wire; on an indexer no policy tracks, each event pays one never-taken branch.
  • Freshness. A count is current as of the last event its thread applied, the same freshness as the CACHE overlap scores, and can trail events still queued for the indexer.
  • Missing data. A rank the indexer hasn't seen, or has removed, reads None, so a worker whose KV events never arrive doesn't look empty. A seen rank with no blocks, such as after a clear, reads 0. When an event thread exits, including by panic, its counters are removed, so its ranks read None instead of counts nothing updates anymore.
  • Read. Each selection borrows the counter map once; each read is a map lookup plus a relaxed atomic load, so a count can change between two reads in one selection. Components read through the ResidentBlocks and ResidentBlocksByRow extension traits in that module, which add resident_blocks() to WorkerCandidate and resident_blocks(row) to WorkerInputView, and each must declare the input itself.
  • Hosts.
    • The wiring lives in the selection core, so the frontend and the standalone selection service, including standalone EPP, both get counts.
    • A policy that declares RESIDENT_BLOCKS must also declare CACHE, because the counts come from the indexer CACHE starts. This keeps a non-CACHE policy free of the indexer's per-request lookup and its effect on booked prefill. The selection core checks each policy the factory builds for a partition, before starting any of the partition's tasks, and the frontend also checks at startup.
    • With a remote indexer, components read None, and the selection core logs a warning when it builds such a policy's partition.
    • The host-side setter is crate-private, so plugins cannot supply their own counts.
  • Namespace. Per the #sig-router thread, the public surface (the RESIDENT_BLOCKS constant and the two accessor traits) lives under plugins::worker_selection::experimental, which carries no compatibility guarantee and may change or be removed in any release. The public WorkerInputs set is unchanged. feat(router): add experimental KV fetch-hint policy hook #15599 creates the same experimental module root; whichever merges second rebases onto the other's experimental.rs.
  • Also fixed. ThreadPoolIndexer::worker_lookup_stats, used by get_workers and shard sizes, waited forever on an event thread that exited with the request queued. Each event thread now cancels a token when it exits, and the read races each reply against it.
  • Meaning per mode. With KV events, the count is the device-tier blocks the indexer tracks. With approximate routing, it is the blocks routed within the TTL, or the distinct full blocks the LRU retains. It measures occupancy, not reusable cache: descendants of an evicted block keep counting until their own remove events arrive.
  • Not in this PR. A builtin scorer, which needs worker_capacity() from feat(kv-router): expose prefix hashes, policy class, and worker capacity to selection policies #15449, and replay support.

Validation

  • cargo test -p dynamo-kv-router --lib passes: 1,154 tests with default features and 1,423 with --features standalone-selection. New tests cover:

    • live counts on the 1- and 4-thread indexers: backfill when tracking starts, duplicate store, tail removal, a clear reading 0, a removed or unseen rank reading None, and clones sharing one set of counters; also approximate TTL mode;
    • an exited primary's ranks reading None, on both indexer types;
    • the stats read skipping, instead of hanging on, an event thread that exits with the request queued (a test backend holds the thread until it is queued);
    • per-component gating for a filter, a scorer and a picker, including a picker that doesn't declare the input beside a scorer that does;
    • only a declaring policy starting to track;
    • end to end, a declaring policy in a selection core reading the live count;
    • a partition whose policy declares RESIDENT_BLOCKS without CACHE being rejected without opening its indexer.
    • Removing the tracking update from either indexer's event path, or the withdrawal when a thread exits, fails these tests.
  • cargo test -p dynamo-llm --no-default-features --lib kv_router:: passes 403 tests, including the check that RESIDENT_BLOCKS requires CACHE. Six ZMQ and event-plane tests in that module time out on macOS on unmodified main too, so they were skipped.

  • cargo test -p dynamo-custom-policy-builtin passes.

  • cargo clippy -D warnings is clean for kv-router (default, standalone-indexer, standalone-selection,bench), the builtin crate, dynamo-llm --no-default-features, and the Mooncake replay bench. cargo check passes for dynamo-mocker and the custom-policy example crates. cargo fmt --check and python3 docs/fern/scripts/docs_lint.py are clean.

  • default_selection/t0/plugin (the unchanged default policy), three interleaved A/B rounds against main on an unpinned macOS machine, measured on the first commit (later commits don't change the default policy's path):

    • median delta +0.2% at 1,024 workers (rounds +0.2%, +0.6%, +0.2%);
    • median delta +0.9% at 4,096 workers (rounds +0.9%, -0.3%, +1.7%);
    • both inside the baseline's own round-to-round spread;
    • zero allocations per 100 warm selections in both trees.
    • A pinned Linux run is still needed to settle effects below about 1%.
  • resident_blocks_read (the opt-in read path): a scorer that adds each candidate's resident block count, against the same scorer without it, three rounds on an unpinned macOS machine (Apple M5):

    Workers Without Live counts Live counts, another thread rewriting every counter
    2 49 ns +5.7 ns (+11.5%) +31 ns (+64%)
    32 417 ns +32 ns (+7.6%), 1.0 ns per candidate +81 ns (+19%), 2.6 ns per candidate
    1,024 13.8 µs +1.2 µs (+8.5%), 1.2 ns per candidate +3.0 µs (+22%), 2.9 ns per candidate
    10,000 145 µs +16 µs (+11%), 1.6 ns per candidate +28 µs (+19%), 2.8 ns per candidate

    The writer column is a worst case: every counter changes between consecutive selections. At 1,000 selections per second, a policy that reads every candidate pays about 0.1–0.3% of a core at 1,024 workers and 1.6–2.8% at 10,000.

  • resident_blocks_write (the event-thread cost): stores then clears for 128 workers on 8 event threads, tracked against untracked, three rounds: median +1.2% (rounds +1.2%, +11.7%, -0.5%), within the bench's noise. A concurrent reader isn't measurable on this machine: a control thread that spins without reading any counter slows the bench by 66–76%, more than a thread that reads them.

  • Overloaded Mooncake replay (achieved_block_ops_per_sec) on pinned Linux: Intel Xeon 6511P, one logical CPU per physical core (issuers 0-3, query issuer 4, reader 5, backend 6-15), 8 event workers, 128 workers, duplication 20, length 4, 750 ms. Each round runs every variant in a fresh process, in rotating order. Ratios compare variants within a round, with bootstrap 95% CIs of the median ratio. 20 rounds starting at 1 AM on an idle host (1-minute load 0.0), base = 2fa2d84 (main, as merged into this branch), PR = 2f901dc:

    Variant Median M block-ops/s Same-round ratio 95% CI
    base 30.85
    untracked 30.86 untracked / base 1.0008 0.9924 to 1.0109
    tracked 30.58 tracked / untracked 0.9946 0.9815 to 1.0038
  • Readers: a thread on its own core that sums all 128 counters, paced to a fixed rate by spinning between reads, so 1,000 reads a second matches a router that makes 1,000 selections a second and reads every worker's count. 10 rounds with a bench-only patch that isn't in this PR, while other processes used 0.2 to 0.7 of the host's 32 CPUs. One tracked run couldn't issue on schedule, which leaves 9 pairs:

    Reader Reads per second, achieved vs tracked, same round 95% CI
    paced, 1,000/s 999 0.9995 0.9628 to 1.0069
    paced, 10,000/s 9,942 1.0063 0.9814 to 1.1054
    paced, 100,000/s 99,667 0.9946 0.9689 to 1.0305
    nonstop 15,675,136 0.9176 0.9039 to 0.9332

    Up to 100,000 reads a second, this replay measures no cost: every interval includes 1.0, and none allows more than about 4%. The nonstop row runs the same loop as the PR's --resident-blocks-reader-cpu, which with the PR's own bench cost 0.9139 (0.9067 to 0.9250) over the 20 rounds above; two of those runs missed the issue schedule and are left out. A breakdown run with the same patch puts most of that cost on loading the counter map through ArcSwap before every pass (about 7%), with about 2% from reading the counters and nothing measurable from keeping a core busy.

  • resident_blocks_write on the same host, each case in its own process with the first case alternating, 6 runs: the tracking cost per event ranged from -151 to +140 ns, median -32 ns. Fresh processes of the same case vary by up to about 25%, so this bench can't resolve a cost below about 100 ns per event, where a single-block event takes about 1.3 µs; the replay's tracked / untracked is the tighter bound. Run in one process, the case that ran first was slower every time.

  • The replay bench gains --track-resident-blocks and --resident-blocks-reader-cpu for these runs (see INDEXER_BENCH.md).

  • Not run: a GPU deployment.

Open questions

None open. Both earlier questions were settled in review: the read cost (about 1–1.6 ns per candidate) and the name RESIDENT_BLOCKS were accepted, and the constant then moved under experimental at the request in #sig-router.

Where should the reviewer start?

  1. lib/kv-router/src/plugins/worker_selection/experimental/resident_blocks.rs (public API: the constant and the two accessor traits), then lib/kv-router/src/plugins/worker_selection/inputs.rs (the crate-private bit and row lookup)
  2. lib/kv-router/src/indexer/resident_blocks.rs (counters, the shared map, and withdrawal on exit)
  3. lib/kv-router/src/indexer/concurrent_radix_tree_compressed/sync_impl.rs and radix_tree.rs (where each indexer updates them), and lane_lookup.rs (where the compressed tree's event threads read each rank's block count)
  4. lib/kv-router/src/services/selection/core/workers.rs (where tracking starts)

…lugins

Add WorkerInputs::RESIDENT_BLOCKS. A filter, scorer, or picker that
declares it reads how many blocks the router's indexer tracks for each
worker rank, including cached blocks no running request uses, through
WorkerCandidate::resident_blocks() or WorkerInputView::resident_blocks().

The selection core starts a poller for a partition only when its policy
declares the input. The poller reads the indexer's existing per-rank
lookup sizes off the request path every 100 ms and lends one snapshot
to each selection, so find_matches, the event apply path, and candidate
rows are unchanged. If the indexer stops answering, the poller
withdraws the counts. The frontend rejects RESIDENT_BLOCKS without
CACHE, because the counts come from the indexer CACHE starts.

The main concern is staleness under load: the snapshot is withdrawn when the indexer dies, but not when it's slow, so a backlogged indexer leaves old counts published with no signal (comments on backend.rs and kv_indexer.rs). The rest are smaller.

- Withdraw the counts while a read takes longer than three poll intervals,
  and republish once a read completes in time. The poller waits out a slow
  read instead of queueing more behind the backlog.
- Answer count requests ahead of mutations and matches in the single-thread
  indexer, so steady traffic cannot starve them.
- Cancel a per-thread token when a thread-pool event thread exits, and race
  each stats reply against it. Both stats reads share this and wait on all
  threads at once, so the lenient read no longer hangs on an exited thread.
- Build the count map directly from the indexer's replies.
- Borrow the published counts through an arc-swap guard.
- Reject RESIDENT_BLOCKS without CACHE whenever a partition's policy is
  built, not only for the frontend's own partition at startup.
- Replace the backlog-based thread-exit test with one that holds the thread
  until both reads are queued.

Add resident_blocks_read to the worker-selection bench. It compares a
scorer that adds each candidate's resident block count with the same
scorer without it, at 1,024 and 10,000 workers. A bench-only constructor
attaches fixed counts, since the host-side setter is crate-private.

…e polled

- Test that a picker which doesn't declare RESIDENT_BLOCKS reads None even
  when another component in its policy declares it.
- Move the decision to poll into one function, and test that only a
  declaring policy starts a poller.
- Warn when a declaring policy's partition has no local indexer, such as a
  remote indexer, since its components can only read None.
- Docs: a KV event feed that never connects reads 0, and a replica that
  serves its indexer also counts other replicas' routing decisions.

Thanks for the quick turnaround. All eight earlier comments look addressed, and the deadline, the exit tokens, and the gated test look right. Three follow-ups below; the first is docs only.

On open question 1 (polled vs. published): I'd lean toward publishing, done in a way that avoids what got the earlier versions removed. Sketch:

  • One live counter per rank: an Arc<AtomicU64>, padded to a cache line so ranks owned by different event threads don't share one.
  • The owning event thread writes the absolute size: after each event it applies to a rank, including rank removal and approximate-LRU tasks, it does counter.store(lookup[rank].len(), Relaxed).
    • It mirrors the live map instead of accumulating deltas, so it can't drift the way the chore(kv-router): derive sizes from live lookups #9108 counters did. Any error is corrected by the next event.
    • That's one store per event, not per block.
    • Counters exist only when a partition's policy declares RESIDENT_BLOCKS, so other policies pay a never-taken branch.
  • Membership through the ArcSwap you already have: an ArcSwap<FxHashMap<WorkerWithDpRank, Arc<counter>>> per indexer, copied on write only when a rank appears or is removed. Most of this PR's handle plumbing stays; the snapshot holds pointers to live counters instead of polled values. Each copy is linear in ranks, so registering many ranks at startup is quadratic. That's fine at 10k ranks and easy to batch if needed.
  • Reader: one guard load per selection and one map lookup per candidate, as today, plus one relaxed atomic load. A rank missing from the map reads None, which also covers my 0 vs. None comment.
  • Nothing goes into find_matches or OverlapScores, so unlike feat(kv-router): add anchor-aware branch sharding #9007, a request pays nothing unless its policy reads the input.

What this removes: the poller, the Stats round trip and the single-thread actor arm, the 300 ms withdrawal, and the per-poll walk over every rank.

It also replaces my docs-only comment on the single-thread indexer. Both indexer types would read "current as of the last applied event", the same freshness the CACHE overlap scores already have. Today a snapshot can be up to ~400 ms old: the 100 ms interval plus the 300 ms deadline.

The thread-exit fix for worker_lookup_stats is worth keeping either way, and the check-order nit in workers.rs still applies.

The trade-off is losing the backlog → None signal. Overlap scores don't have one either.

Where it touches: RadixTree for the single-thread indexer and the CRTC event-thread loop, at event apply, rank removal, and the approximate-LRU tasks.

What to measure:

  • Read side under concurrent writes. Reading a counter that an event thread wrote since the last selection is a cross-core cache miss (~100 ns). At 10k workers with frequent events, that could add tens of µs per selection. resident_blocks_read doesn't exercise this, since nothing writes during the read. A variant with a thread storing to the counters while selections run would.
  • Write side. I'd expect a few ns per event against roughly a µs per apply. Since this touches the CRTC event loop, an overloaded-replay achieved_block_ops_per_sec before/after (per concurrent_radix_tree_compressed/AGENTS.md) would confirm it.

Since resident_blocks() -> Option<u64> doesn't change, I think this is worth doing in this PR rather than as a follow-up, and it should make the diff smaller.

A partition whose policy is rejected (RESIDENT_BLOCKS without CACHE, or a
bad policy profile) used to fail after the replica sync and expiry tasks
had started and the indexer had been opened. Because a failed init reruns
on every later upsert, each retry leaked another set of tasks. Build and
check the policy first, and test that a rejected partition opens no
indexer.

Docs: the resident count measures occupancy, not reusable cache.

@jthomson04 Thanks, that definitely sounds like a cleaner solution, and matching the overlap scores’ freshness is a much easier contract to document than poll plus deadline. I’ll switch to live counters in this PR.

I checked the one-writer-per-rank assumption first. Lookup entries are only created by stores (store.rs:34), stores go to the rank’s sticky lane, and resolved_residency_domain rejects cache-owner stores in the device tier (protocols.rs:1572). So the only cross-lane event is a cleared fan-out, which never creates an entry. I’ll keep each counter next to its rank’s lookup entry, so a lane can only write counters for ranks it holds.

Two additions to the plan:

-Since a partition’s indexer exists before its policy, enabling counters will be a task each event thread handles by backfilling counters for the ranks it already holds.
-For the write side, I’ll run the overloaded replay both with and without a reader scanning the counters, so the number includes the cache-line traffic between event threads and selection, not just the store.

I’ll put before/after replay numbers in the PR per the CRTC AGENTS.md. The check-order fix and the occupancy paragraph are in 863e5e5. I’ll leave the 0-vs-None and single-thread docs comments for the rewrite, since this covers both.

Replace the 100 ms poller with per-rank counters that each event thread
updates as it applies events.

- Each event thread keeps a cache-line-padded atomic counter for every
  rank it owns and, after each event it applies, stores the size of the
  rank's live block map, so the count cannot drift.
- Readers find the counters through a copy-on-write map that changes only
  when a rank appears or is removed. A rank the indexer has not seen, or
  has removed, reads None; a known rank with no blocks reads 0.
- Tracking starts when a partition's policy declares RESIDENT_BLOCKS, and
  each thread backfills counters for the ranks it already holds. A
  thread's counters are removed when it exits, including by panic.
- Remove the poller, the strict stats read, the single-thread actor's
  stats request, and the 300 ms deadline.
- Benchmarks: resident_blocks_read gains a concurrent-writer arm,
  resident_blocks_write measures the event-thread cost, and the Mooncake
  replay gains --track-resident-blocks and --resident-blocks-reader-cpu.

Resolves lib/kv-router/src/scheduling/selector/policy.rs against the
runtime router policy management change (ai-dynamo#16818). Both sides had
extracted the same helper from required_worker_inputs; main's
input_requirements is kept, made pub(crate), and the selection core
calls it. A runtime replacement now carries the attached resident block
counts over, since the builder constructs the replacement without them,
and a test fails if that line is dropped.

Both still expect power-of-two to be a valid router mode; all other 4170 tests pass (all retries failed the same way, so it is deterministic).

Review in Change Stack →

Walkthrough

The change adds live per-rank resident-block counts to indexers and exposes them as an optional worker-selection input. Policies must request CACHE with RESIDENT_BLOCKS. The change also adds tracking benchmarks and documents count availability and behavior.

Changes

Resident Block Selection

Layer / File(s) Summary
Resident count tracking in indexers
lib/kv-router/src/indexer/resident_blocks.rs, lib/kv-router/src/indexer/radix_tree.rs, lib/kv-router/src/indexer/concurrent_radix_tree_compressed/*
Indexers track live block counts by worker and rank. Event handling updates counts, while rank and worker removal withdraws them.
Indexer tracking access and lifecycle
lib/kv-router/src/indexer/kv_indexer.rs, lib/kv-router/src/indexer/thread_pool.rs, lib/kv-router/src/indexer/types.rs, lib/kv-router/src/indexer/{mod,lower_tier,positional}.rs, lib/kv-router/src/services/indexer/backend.rs
Indexer implementations initialize and share tracking handles. The backend exposes counts for local primaries and returns no handle for remote or absent primaries. Tests cover count updates and lifecycle behavior.
Policy inputs and selection plumbing
lib/kv-router/src/plugins/worker_selection/inputs.rs, lib/kv-router/src/scheduling/selector/*
Selection components can request resident counts. Policies pass available counts to selection inputs and retain the handle during runtime replacement.
Cache requirement and policy integration
lib/kv-router/src/services/selection/core/*, lib/llm/src/kv_router.rs, docs/fern/pages/developer-guide/knowledge-base/modular-components/router/custom-worker-selection.mdx, examples/router/custom-policy-example/README.md
Policy preparation and service initialization reject RESIDENT_BLOCKS without CACHE. Tests and documentation describe the requirement and count access behavior.
Resident-block tracking benchmarks
lib/kv-router/benches/worker_selection.rs, lib/bench/kv_router/mooncake_bench.rs, lib/bench/kv_router/INDEXER_BENCH.md
Benchmarks compare selection and indexer writes with tracking enabled or disabled. The Mooncake benchmark can also run a pinned thread that reads the counts.

Explanation

The title "feat(kv-router): expose per-rank resident block counts to selection plugins" matches the main change. The PR adds the opt-in WorkerInputs::RESIDENT_BLOCKS input, which lets filters, scorers, and pickers read per-rank resident block counts from the indexer. The title is concise, specific, and follows conventional commit style. The summary covers the primary change; the supporting work (indexer tracking, thread-pool stats fix, benchmarks) does not need to appear in the title.

Full details: Description check

Explanation

The description is detailed and covers the overview, key changes, validation, scope, open questions, and related issue. It does not use the template headings exactly, does not include the required checklist, and uses “Relates to #10697” instead of the template’s advisory “Closes #XXXX” format, but the required information is otherwise substantially complete.

The reader thread now reports its CPU pin to the coordinator, which
aborts before the trial when the pin fails, instead of running a trial
without a reader and discarding it. The bench guide shows how to free a
CPU for the reader on the documented 128-core binding.

…l plugin namespace

Export RESIDENT_BLOCKS and the two resident_blocks() accessors from
plugins::worker_selection::experimental::resident_blocks, as a sealed
extension trait, so the stable WorkerInputs surface stays unchanged.
The counters and host plumbing do not move. Tests, benches, the frontend
prepare() gate, and the docs follow the new path.

The LRU-emitted stores in the compressed tree's lane loop updated the
counters with no test behind them: deleting that call failed nothing.
The new test tracks before any block lands, materializes two blocks
through a lease, and expects Some(2).

Also state in the contract that only filters, scorers, and pickers
receive counts; a request classifier that declares the input reads
None.

Picks up the test_live_retune_frontend_config.py update from ai-dynamo#14775. The
previous merge took main inside the window between ai-dynamo#17899 (which removed
the power-of-two router mode) and that update, so the planner CPU and
runtime sequential suites failed on two power-of-two cases.

@jthomson04 The four red jobs came from my 11-04 merge of main, not from the PR's own files. #17483 added planner tests that still spelled --router-mode power-of-two, #17899 removed that mode 29 minutes later, and my merge took main at 26d0133 inside that window; main's own post-merge CI was red on the same four jobs there. #14775 (e6b5a99) fixed the tests on main at 10:15 UTC.

Fixed by merging current main (cfd68b0), which carries that fix; nothing in the PR's files changed. On the merged tree, kv-router tests and clippy, fmt, pre-commit and the planner suite (565/565 in that file) pass locally.

Could you re-run with /ok to test 5aea96b when you get a chance? Thanks, and sorry for the wasted run.

Picks up ai-dynamo#18140, which restored the dynamo-llm lib-test build on main:
the shutdown-deadline test added by ai-dynamo#17064 stopped type-checking after
ai-dynamo#15854 changed the readiness middleware's extractor. The previous merge
took main while that build was broken, so the PR's rust-tests and
rust-clippy jobs failed on the merge commit. Stops at 25e3c4f, the
newest main commit whose CPU test suites had completed green.
