feat(router): retrieve optional session_id field from vLLM engine KV events

Overview:

Prerequisite to implementing #13279 -- Dynamo must be able to ingest session_id from any framework that implements it. This PR uses vLLM as an example, based on the (currently open) PR vLLM #51381.

• Adds optional session_id to RawKvEvent::BlockStored, PlacementEvent, and RouterEvent.
• Parses session_id from vLLM named-map events.
• Leaves SGLang positional events unattributed for now.

• Prevents events from different sessions from being coalesced.
• Maintains backward-compatible RouterEvent serialization.
