Why and what changed

Models two more vLLM CPU-offload connectors, and agentic G2 on several workers.

  • host_offload.connector picks the vLLM connector that G2, the native CPU tier, follows:
    • offloading_v0_24 (default): vLLM 0.24's OffloadingConnector, as modeled today.
    • offloading_v0_32: vLLM v0.32.0's OffloadingConnector with the CPU backend.
    • simple_cpu_v0_32: vLLM v0.32.0's SimpleCPUOffloadConnector (SimpleCPU) in eager mode.
    • Both v0.32 profiles evict CPU blocks in another order; SimpleCPU also stores answer (decode) blocks.
    • Connector profiles lists each profile's rules and where the model differs from vLLM.
  • The new profiles need the aggregated worker and scope: dp_rank_local. They reject g3_offload and kvcr.
    • On P/D, a held prefill request reaches the connector's finish hook only after its KV transfer, unlike in vLLM.
    • The G3 and KVCR models follow older vLLM revisions, and SimpleCPU has neither.
  • Agentic replay with G2 accepts several static aggregated workers, each with a private G2 (scope: dp_rank_local). P/D and a cluster_shared pool still need one worker per role.
    • kvcr is accepted there but never pulls, because agentic traffic carries no router hint.

Before / after

  • Several agentic workers.

    • Before: main rejects examples/cli/agentx-g2-local.yaml with replicas: 2.
    • Its error is agentic host offload requires one aggregated worker or one prefill and one decode worker.
    • After: the same config completes its 4 requests on both workers.
  • Connectors. A synthetic trace has 8 sessions × 6 turns, with a 128-block G1.

    • Each later prompt is the previous prompt, its answer and 64 new tokens: 27,648 prompt tokens in all.
    • Before: main has no connector field and gives the offloading_v0_24 rows.
    • After: host_offload.connector adds the other rows.
CPU tier Connector Tokens restored from the CPU tier Tokens recomputed
    none 0 20,320
    2,048 blocks offloading_v0_24 (default) 14,144 6,544
    2,048 blocks offloading_v0_32 14,144 6,544
    2,048 blocks simple_cpu_v0_32 15,568 5,248
    192 blocks offloading_v0_24 (default) 11,488 8,800
    192 blocks offloading_v0_32 14,144 6,544
    192 blocks simple_cpu_v0_32 12,432 8,368
    • Why the numbers move:
      • At 2,048 blocks, prompt-only profiles recompute answer blocks that G1 evicted (1,296 tokens).
      • simple_cpu_v0_32 stores answers too, so it recomputes 2,048 + 2,560 new tokens plus 40 partial blocks × 16 = 5,248.
      • At 192 blocks the tier is smaller than four active contexts (up to 240 blocks), so eviction order decides.
        • offloading_v0_32 ranks blocks at store and keeps every reused prefix.
        • vLLM 0.24's order loses 2,656 restorable tokens.
        • simple_cpu_v0_32 also stores answers and evicts first in, first out, losing 3,136 of its 15,568 restorable tokens.

Review map

  • Risk level: medium.
  • Start with:
    • crates/core/src/engine/config.rs: G2Connector::rules() lists every rule in which the profiles differ. G2 code branches only on these rules.
    • crates/core/src/engine/scheduler/vllm/host_offload.rs: applies the rules in lookup, observe_completed_blocks, finish_request, on_admitted and preempt_request.
      • SimpleCPU preemptions wait for every transfer in flight (HostTier::last_deadline), as vLLM's SimpleCPU worker does.
      • A SimpleCPU store takes only the blocks G2 has room for (HostTier::free_blocks), as vLLM does.
    • crates/core/src/engine/scheduler/vllm/core.rs:
      • finish_request runs where a request frees its G1 blocks, as in vLLM's Scheduler._free_request.
      • An idle rank with a finished request's stores runs one more pass, as vLLM steps while Scheduler.has_requests is true.
      • SimpleCPU holds copied G1 blocks until the copy completes, then frees them head first.
    • crates/core/src/engine/host_offload/tier.rs: HostPolicy switches the existing LRU list between key-ordered cohorts (today), release order and rank at store.
    • docs/replay/engine/kv-cache.md: the profile table and two differences from vLLM. Re-ranking offloading_v0_32 a pass later, as vLLM does, changes no number above.
  • Public or serialized contract changed: yes, additively: the host_offload.connector field and the public G2Connector enum. Serialized descriptors omit the field at its default.
  • Feature Support Matrix: updated pages/feature-support-matrix/features.toml and docs/replay/features.md (G2 local, agentic G2).
  • Compatibility or rollback concern: none. The default profile keeps main's results, and existing G2, G3 and KVCR tests pass. Two agentic rejection cases now use a cluster_shared pool, since several workers with private pools are now accepted.

Evidence

  • Tests:

    • cargo test -p aisimulate-core --lib --tests: 2,501 library tests and every integration binary pass (one ignored, as on main).
    • cargo test --manifest-path crates/tests/public-api/Cargo.toml: 21 passed.
    • pytest tests/test_host_offload_cli.py tests/test_agentx_g2.py tests/test_runner.py: 667 passed.
    • pytest tests/test_shared_g2_cli.py tests/test_g3_offload_cli.py tests/test_state_cache_config.py tests/test_cli_config.py tests/test_pages_site.py tests/test_agentx_live_warmup.py: 637 passed.
    • cargo fmt --all -- --check, Fast CI's ruff check and ruff format --check commands, git diff --check, python scripts/ci/check_documentation_links.py and python3 scripts/ci/check_packaged_legal_files.py: clean.
    • cargo clippy -p aisimulate-core --lib --tests: no warning in the changed files.
    • Disabling any new rule fails its test: the finish re-rank and the extra store pass. For SimpleCPU: the lookup pin, concurrent loads, the G1 hold, its release order and the preemption wait. Also the prompt-only lookup after a preemption, the missing-only store, the partial store and the rescan at admission.
    • Not tested: accuracy against a real vLLM 0.32 deployment.
  • Fast CI: passed on a7e115ce.

  • Full CI: pending.

  • CodeRabbit reviewed commit: 8ecd2f6c; its five comments are resolved, three of them by fixes.

  • Codex reviewed commit: pending.

  • Negative or boundary cases:

    • A hit still being stored misses under SimpleCPU, and defers offloading_v0_32, even for the request's own store.
    • SimpleCPU keeps a block-aligned prompt's last block to compute.
    • A request cancelled between passes on an idle rank still stores its computed blocks.
    • A preempted SimpleCPU request with stored output blocks in G2 resumes with only prompt blocks loaded.
    • A SimpleCPU store with room for one of two missing blocks stores the first and resumes at the second.
    • Several aggregated workers with a cluster_shared pool stay rejected in Rust and Python.
    • The new profiles are rejected on P/D (tested on prefill) and with cluster_shared, g3_offload or kvcr, in Rust and Python.
  • Expected-value derivation: block size 4 throughout.

    Per test
    • simple_cpu_stores_every_computed_block_one_pass_later: an 8-token prompt and 9 outputs store [0, 2, 0, 0, 0, 1, 0, 0, 1] blocks per pass. The prompt blocks go in pass 2, block 2 (filled in pass 5) in pass 6, and block 3 at the finish. offloading_v0_32 stores both prompt blocks in pass 1 only.
    • offloading_v0_32_evicts_a_finished_prefix_tail_first: G2 holds a two-block prefix and one other block. The next store evicts the prefix's second block under offloading_v0_32 and its first under simple_cpu_v0_32.
    • simple_cpu_holds_a_finished_request_s_blocks_until_their_copy_completes: an 8-token prompt with one output finishes in its first pass. Its 1 MB blocks copy at 1 ms each over 1 GB/s. simple_cpu_v0_32 keeps both active until the copy completes; offloading_v0_32 frees them at once. A two-block request on the 3-block G1 then evicts block 0 under simple_cpu_v0_32 and block 1 under offloading_v0_32.
    • simple_cpu_preemption_waits_for_every_transfer_in_flight: two one-block stores submitted at 0 ms complete at 1 and 2 ms (1 MB blocks over 1 GB/s). Preempting the first store's request delays compute to 2 ms under simple_cpu_v0_32 and 1 ms under offloading_v0_32.
    • simple_cpu_recomputes_a_preempted_request_s_stored_output_blocks: two requests with 8-token prompts and 14 and 16 outputs fill an 8-block G1. One is preempted once, and both complete every token.
    • simple_cpu_stores_do_not_protect_the_request_s_own_copies: a three-block G2 holds p0, q0 and q1, oldest first. A request that reuses p0 and p1 from G1 stores p1 by evicting p0.
    • simple_cpu_stores_the_blocks_g2_has_room_for: a request with two blocks finishes on an empty one-block G2. Block 0 is stored, block 1 is not, and the store resumes at block 1.
    • simple_cpu_rescans_an_admitted_request_from_block_0: B reuses a0 from G1 and loads a1 (4 tokens) from G2. Its first pass stores a0, which G2 had evicted.
  • Before/after output, trace, benchmark, or golden diff: see Before / after. No golden changes.

Modeling or data provenance

The new profiles adapt behaviour from vLLM tag v0.32.0 (commit 5df63a7203cdb9328d824a27b682e77c7b9928be, Apache-2.0). No upstream code is copied. Both THIRD_PARTY_NOTICES.md copies list the source files.

vLLM main has since changed some rules: vllm-project/vllm#62444 refreshes SimpleCPU's CPU LRU on GPU hits, and vllm-project/vllm#61050 changes re-ranking. Each profile models the version it names.

Agentic (AgentX) replay with a native G2 accepted one aggregated worker,
or one prefill and one decode worker. Several static aggregated workers
are now accepted too when each owns a private (dp_rank_local) G2, in the
native check and the sweeper check. Each worker already has its own host
tier, and the warm-up barrier already waits on every worker's G2 work.
P/D and a cluster-shared pool still need one worker per role.

host_offload.connector selects the vLLM connector whose store, lookup and
eviction rules the native G2 follows. The default, offloading_v0_24 (vLLM
0.24's OffloadingConnector), keeps today's model.

- offloading_v0_32: vLLM v0.32.0's OffloadingConnector with the CPU
backend. Prompt-only stores; lookups and stores do not touch recency; a
block is ranked when its store starts and keeps its rank while pending
or pinned; a finishing request offers its remaining prompt blocks, then
re-ranks every block it stored, offered or loaded, first block newest.
- simple_cpu_eager: vLLM v0.32.0's SimpleCPUOffloadConnector in eager
mode. Every computed block is stored one pass later from a per-request
cursor that restarts at block 0 on admission, decode blocks included,
and the rest when the request leaves; a block still being stored is a
miss; a hit stays pinned until the load or the next lookup; peers load
one block at once; eviction follows the CPU block pool's free queue.

Both need scope dp_rank_local and reject g3_offload and kvcr. The host
tier gains one eviction-order switch over its LRU list, and a rank with
stores left by a request that left between passes runs a pass to submit
them, as vLLM keeps stepping while a connector has stores pending.

Summary

Risk level: Medium. Three areas need the most human attention:

  1. Connector lifecycle behavior: Review lookup, pinning, storage, eviction, and source-block retention for offloading_v0_32 and simple_cpu_v0_32, especially at request completion and preemption. SimpleCPU can store decode blocks, but resumed lookup starts from prompt blocks.
  2. Worker and scope constraints: Confirm that the multi-worker agentic G2 allowance applies only to static aggregated workers with private dp_rank_local G2 tiers. P/D deployments and cluster_shared pools remain outside that allowance.
  3. Configuration compatibility: Confirm that offloading_v0_24 remains the default and is omitted from serialized output. Confirm that G3 offload and KVCR reject the other profiles.

Changed behavior and public contracts

The Rust API adds G2Connector, a connector field on NativeHostOffloadConfig, and with_connector. Python configuration exposes offloading_v0_24, offloading_v0_32, and simple_cpu_v0_32. The v0.32 profiles require an aggregated worker and dp_rank_local scope.

The host tier adds CohortLru, FreeQueue, and Ranked policies. The vLLM adapter applies connector-specific lookup, storage, eviction, transfer, and preemption behavior. Request completion now invokes host-offload handling, and the scheduler accounts for pending stores and transfers.

Agentic replay permits multiple static aggregated workers when each has a private dp_rank_local G2 tier. The documentation and third-party notices describe the profiles and constraints.

Evidence and merge readiness

The PR objectives report 2,500 core library tests and integration binaries passed, with one ignored; 21 public API tests passed; and pytest commands with 667 and 637 passing tests. The existing summary instead reports 2,497 library tests and does not give pytest pass counts. These test counts were not independently verified.

The objectives also report synthetic connector comparisons and a two-worker example completing four requests. They report Fast CI passed on 8ecd2f6c, Full CI pending, and no accuracy test against a real vLLM 0.32 deployment. The current source search located the connector definitions and worker-validation function, but did not independently verify these reported results.

Current review findings and severity counts were not supplied. Technical evidence does not establish merge readiness or reviewer approval.

The change adds three G2 connector profiles with distinct host-tier and adapter behavior. It adds connector configuration and validation, scheduler handling for completed requests and prepared stores, and support for multiple aggregated agentic workers with local G2.

Explanation

The title "feat: model vLLM's CPU offloading connectors for agentic replay on several workers" names the two main changes in the changeset: the new vLLM CPU-offload connector profiles (offloading_v0_32, simple_cpu_v0_32) selected through host_offload.connector, and agentic G2 replay across several static aggregated workers. It is specific and matches the PR objectives. It does not state the behavioral change as precisely as the requirement asks, but it is not vague or off-topic.

Full details: Modeling And Data Evidence

Explanation

The PR supplies provenance and reproducible evidence. THIRD_PARTY_NOTICES.md:301-325 pins the vLLM v0.32.0 commit, lists upstream source paths, and defines the modeled behaviors. docs/replay/engine/kv-cache.md:189-211 records the connector rules and the explicit differences from vLLM. The added Rust tests use exact, machine-checkable expectations and compare profiles for store timing, lookup outcomes, preemption waits, and eviction order (crates/core/src/engine/scheduler/vllm/host_offload.rs:2391-2415, 2419-2455, 2699-2728, 2768-2802). The PR description also provides a reproducible synthetic trace/config and an explained before/after token table. No unexplained golden refresh or binary-only validation is present in the reviewed diff.

Full details: Description check

Explanation

The description is thorough and follows the template's main sections. It explains the change, gives a review map with risk level, start-with files, and a public contract change, and includes detailed evidence (test commands, results, CI status, negative cases, expected-value derivations) and tracking links. Gaps: the 'Modeling or data provenance' section is filled in, but the 'Feature Support Matrix' line says 'updated pages/feature-support-matrix/features.toml' while the raw summary lists only docs/replay/features.md, so that claim is unverified. The 'Codex reviewed commit' is pending, which the template marks as required for medium/high risk; the PR is marked medium risk, so this is an open item. The 'Full CI' is pending. The 'Tracking' section lists related PRs but 'Closes: none' is acceptable. The 'Start with' guidance and the 'Before / after' evidence are substantive.

Full details: Cross-Layer Contract

Explanation

The cross-layer contract remains incomplete. The PR adds HostOffloadConfig.connector with three values, default omission, and restrictions in python/aisimulate/src/aisimulate/config/engine.py:181-223,305-325,1446-1469, but docs/sweeper/search-space.md:467-475 still documents only scope, capacity, and bandwidths. The PR does not change that documentation. Recommendation tests at tests/test_host_offload_cli.py:334-391 exercise recommendation_to_sweeper and _candidate_prediction only with _host_offload(), which has no connector at lines 54-59. The added non-default connector tests at lines 467-509 use direct validation or prediction_to_replay_spec, not the recommendation path. The changed-file inventory confirms no recommendation-path test or search-space documentation change.

Resolution

Update docs/sweeper/search-space.md to document host_offload.connector, including the offloading_v0_24 default, all three allowed values, the dp_rank_local requirement for non-default values, and the G3/KVCR restrictions. Add recommendation-path tests for both offloading_v0_32 and simple_cpu_v0_32 that pass through recommendation_to_sweeper and _candidate_prediction and assert the resulting native host-offload connector. Keep the existing direct schema and validation tests.

Full details: Compatibility Boundaries

Explanation

Recommendation validation remains inconsistent with the Rust runtime. HostOffloadConfig accepts offloading_v0_32 and simple_cpu_v0_32 for dp_rank_local recommendation workers, but _validate_recommendation_host_offload only checks prefix caching and does not reject prefill or decode roles (python/aisimulate/src/aisimulate/config/engine.py:1496-1507). Recommendation lowering preserves the connector for each role (python/aisimulate/src/aisimulate/recommend.py:501-502,1084-1085), while Rust rejects every non-default connector unless the worker is aggregated (crates/core/src/engine/config.rs:1295-1299). recommend.py is unchanged in this pull request, and the added test covers prediction disaggregation only (tests/test_host_offload_cli.py:502-509). The wheel, workspace, and dependency manifests are unchanged, so they do not resolve this schema/runtime mismatch.

Resolution

Update _validate_recommendation_host_offload to reject offloading_v0_32 and simple_cpu_v0_32 on prefill and decode roles with the existing aggregated-worker error. Add a recommendation-schema test for a disaggregated prefill or decode worker with a non-default connector. Verify that recommendation lowering and the Rust replay boundary reject the configuration consistently.

The supplied PR description is truncated before the validation section. The objective summary reports relevant commands, results, negative cases, and that real vLLM 0.32 accuracy was not tested, but it does not preserve the author’s wording needed to verify the required distinction between local, fake-runner, parity, and production evidence. The reviewed range changes no workflow files. Fast CI has an active pull-request trigger (.github/workflows/fast-ci.yml:3-5); Full CI is push/manual and its nested jobs are conditional (.github/workflows/ci.yml:8-22,236-257). No evidence shows that the author cited an inactive nested workflow as hosted CI evidence.

Resolution

Provide the complete PR description, especially its validation and CI-status section. Confirm which results are local commands, fake-runner/native replay, vLLM parity, and production evidence, and identify any hosted workflow by its actual active trigger and result.

Apply the preflight review of the connector profiles:

- Run the connector finish hook in cleanup_completed_prefill, where a
finished request's G1 blocks are freed, as vLLM's
  Scheduler._free_request calls request_finished. A held P/D source
reaches that call only after its handoff, so a connector other than
offloading_v0_24 now needs worker_type=aggregated, in Rust and Python.
- SimpleCPU references the GPU blocks it copies until the copy
completes, and its worker synchronizes every transfer in flight when a
request is preempted. Reuse the shared pools' G1 hold for it, and make
its preemption wait for the rank's last transfer.
- Rename simple_cpu_eager to simple_cpu_v0_32, since vLLM changed eager
SimpleCPU recency after v0.32.0, and HostConnectorProfile to
  G2Connector, defined beside G2Scope.
- Fix the sweeper test that still expected two dp_rank_local workers to
be rejected, and the docs that still said agentic G2 needs one worker.
- Cite vLLM for the finish-time stores and the extra engine step in the
  code comments and both notices.

A preempted simple_cpu_v0_32 request can hit its own stored output
blocks in G2 when it is re-admitted. G1 activates a load only within
the prompt, so the replay panicked when that load completed. The lookup
now stops at the prompt's last complete block, and the resumed request
recomputes its output blocks, which vLLM v0.32.0 reloads; kv-cache.md
says so.

SimpleCPU passed the whole scanned range to the host tier, which
protects every block it is offered from eviction. That is right for the
OffloadingConnector, but SimpleCPU's get_new_blocks takes CPU blocks from
the free queue's head and protects none, so the request's own oldest
copies are evicted first. The store now offers only the missing blocks.
kv-cache.md also notes that a SimpleCPU store that does not fit waits for
the next pass, while vLLM stores the blocks that fit.

When a SimpleCPU store completes after its request has left, vLLM's
_process_store_completion frees the copied GPU blocks in block order, so
the request's first block is evicted first. The G1 hold, shared with the
cluster-shared pools, returned them tail first, as Mooncake Store does.
The hold now takes its release order: tail first for a shared pool, head
first for SimpleCPU.

On admission, simple_cpu_v0_32 restarts its store cursor at block 0 and
counts the reused prefix as computed. No test covered either rule. The
new test admits a request that reuses one block from G1 and loads the
next from G2, and checks that its first pass stores the G1 block G2 had
evicted.

- offloading_v0_32 offers and re-ranks a finishing request's blocks when
the request finishes; vLLM does both in its next step, after that
step's other stores. Deferring the re-rank by one pass leaves the
connector before/after numbers unchanged, so the code keeps the
simpler timing and the docs say so.
- kv-cache.md now lists that difference with the two SimpleCPU ones,
and says that SimpleCPU skips blocks already in G2, such as those just
loaded, rather than storing them again.
- The Lru and plan_reserve comments now say that a free-queue tier keeps
release order and that a ranked tier is never planned on.

Resolves one conflict in VllmHostOffloadAdapter::lookup. The hybrid lookup
keeps its (len - 1) / block_size cap and takes ai-dynamo#679's new bound, the
prompt's last complete block, for SimpleCPU and hybrid models alike. Only
SimpleCPU extends its keys past the prompt, so the bound of a hybrid model
on offloading_v0_32 is unchanged.

After ai-dynamo#679's fix, a SimpleCPU or hybrid lookup stops at the prompt's last
complete block, so the hybrid G2 section says the hit stays within the
prompt.

…rder

Resolves the conflicts with ai-dynamo#679's review round:
- The adapter's holds_store_sources() became store_source_hold(), which
returns the order a hold frees its G1 blocks in. A hybrid G2 still holds
them (state allocations are not fenced behind a pending copy): head first
with simple_cpu_v0_32, as ai-dynamo#679 does, and tail first with
offloading_v0_32, as vLLM frees a finished request's blocks.
- Import lists take SourceReleaseOrder next to StateHandoff, and VllmCore
keeps setting the hybrid adapter up before it asks for the hold.

ai-dynamo#679 now offers a SimpleCPU store only its missing blocks, because the
host tier protects every key it is offered from eviction while vLLM's
get_new_blocks protects none. A hybrid state's store follows the same
rule: its present slots stay evictable.

Document KVCR's enforced restrictions in the AgentX section.

kvcr is not generally accepted. Runtime validation requires offloading_v0_24, dp_rank_local G2, no G3, and a non-decode role. The current wording can lead users to create an AgentX configuration that the validator rejects. (raw.githubusercontent.com)

Outside diff Retain final stores after a capacity retry.

1581-1583: 🎯 Functional Correctness | 🟠 Major | 🏗️ Heavy lift

Retain final stores after a capacity retry.

HostTier::reserve_store returns RetryCapacity when pinned victims prevent admission. observe_completed_blocks then leaves next_store_block unchanged. has_unsubmitted_stores() does not report this state because it checks only prepared transfers. After finish_native releases the lease, no request state remains to retry the store. This can lose final G2 stores during completion and cancellation.

Retain the unfinished store state until capacity permits admission, then retry it before releasing the lease. Add a regression where every possible G2 victim is pinned.

The underlying lifetime gap also exists in the pre-existing v0.24 scheduler-pass path. This change adds the same gap to the new finish-time stores for v0.32 and SimpleCPU.

Nice work, thanks! The connectors reuse the existing HostTier rather than adding a second CPU tier, and the modeled rules match vllm-project/vllm@v0.32.0 (5df63a7203) apart from the deviations documented.

SimpleCPU offered every missing block to G2 as one cohort, so a G2 with
room for fewer stored none of them. vLLM v0.32.0 stores one block per
free CPU block and resumes at the first block it had no room for
(`_select_eager_blocks_to_store`).

…keys

Under simple_cpu_v0_32 the `prompt_keys` field also held decode-block
keys. Rename it to `block_keys` and keep the prompt's block count in
`prompt_blocks`, which the prompt-only paths read. Behavior is unchanged:
only SimpleCPU appends decode keys, and none of its paths read the
field's length as the prompt.

`G2Connector::rules()` now lists every rule in which the connectors
differ, and G2 code branches on those rules instead of on connector

compiler rejects one that leaves a rule out. Behavior is unchanged.

Agentic traffic carries no router hint, so `kvcr` stays idle on any
number of workers. The previous wording implied it could pull.

… the CPU tier

Replay can now run a hybrid (Mamba + attention) vLLM model with MTP and
a CPU tier. This includes and supersedes ai-dynamo#606.

From ai-dynamo#606:
- `state_cache.num_speculative_states` reserves vLLM's full-state scratch
copies, so sub-block prefix matching works with speculative decoding.
- An FPM profile can record an observed Mamba pool
(`cache_layout: mamba_align`), which sizes and lowers to native replay.
`cache_layout: unmodeled` keeps timing queries for allocators AIS does
  not model.

Prefix-cache rules, off by default:
- `state_cache.prefill_checkpoint`: vLLM's internal prefill checkpoint.
- `state_cache.junction_checkpoints`: vLLM v0.29.0's shared-prefix
  junction states and same-pass wait.
- `engine.speculation.disable_eagle_block_drop`: vLLM's switch that keeps
the last matched block under MTP.

CPU tier: with ai-dynamo#679's `offloading_v0_32` and `simple_cpu_v0_32`
connectors, G2 also keeps recurrent states, so a follow-up whose state
left G1 resumes from host memory. MTP then runs with G2 for a state
cache with the drop switch, agentic replay included.

A P/D destination now counts speculative state blocks when it checks
that a request can ever fit.
