Summary

  • move repository-wide agent guidance, the code of conduct, and the developer guide to the repository root
  • remove vestigial nested governance copies while retaining byte-identical wheel-local license and third-party notice files
  • update generated ownership policy, documentation links, and source-compliance regression coverage

Validation

  • 99 CODEOWNERS policy tests passed
  • 13 source-compliance tests passed
  • strict CODEOWNERS coverage: 2763/2763 tracked files explicitly owned
  • Ruff check and format check passed for changed Python tests
  • copyright and packaged legal-file parity checks passed
  • all changed local Markdown links resolve

What this PR does

This PR makes repository-level governance canonical at the AISimulate root: it moves the developer guide and code of conduct, removes stale package-local governance copies, updates ownership policy and documentation links, and adds regression coverage for root-only governance plus packaged legal-file parity.

The separation between root-only governance and the two legal files that must remain byte-identical inside the wheel is thoughtful, and the matching source-compliance and generated-CODEOWNERS checks make that boundary easy to maintain.

Why this score

The completed Codex pass scores the exact head 8.6 and would recommend COMMENT for one non-blocking package-documentation link issue. The canonical result is BLOCKED because the independent helper requested claude-fable-5 but observed only claude-sonnet-4-6 and claude-haiku-4-5-20251001, so no compliant dual-review consensus or submittable recommendation can be produced.

Re-reviewed exact head f4c195a. The packaged-README link issue is fixed with regression coverage; focused policy/source-compliance validation, ownership generation, Ruff, copyright/legal parity, and local link checks all pass. Approved pending terminal exact-head CI.
