Matrix matches the PHP compatibility table for this WordPress version: the lowest and highest supported minor of each PHP major.
Each job's PHPUnit Runtime: matches the PHP version in its name.
This PR's own PHP jobs stop at the test bootstrap (Interface "WP_Secrets_Store" not found). #84760, higher in this stack, fixes that.

Part of #82781.
What?
Changes the
test-phpjob's PHP version matrix inunit-test.ymlfrom7.4,8.0,8.1,8.2,8.3,8.4,8.5to7.4,8.0,8.5, and removes theexclude:list that limited pull requests to the PHP 7.4 and 8.5 single site legs. Why?
WordPress 7.1 supports PHP 7.4 and 8.0 through 8.5, per the PHP compatibility policy. The matrix now tests the lowest and highest supported minor version of each major PHP version. PHP 7 is tested once, since 7.4 is its only supported minor version.
With the exclusions, pull requests to this branch ran 2 of the 14 legs, and the rest ran only after merging. The new matrix has 6 legs, and pull requests run all of them.
