Release: Make npm publication verification resumable

What?

Makes npm publication resumable and gives registry verification enough time to cover observed propagation delays.

The release tool now persists the prepared commit, route, and package tags before publishing. A rerun resumes that exact release before creating another version, retries only packages that are still missing, performs a final full registry sweep, then publishes and verifies the Git metadata. Release workflows that target wp/latest also share a queued npm-publication lock.

Why?

The 23.9 RC1 job published all 121 packages, but registry verification stopped after 2m51s. The last package became visible 24m49s after publication. Because the job failed before Git metadata was pushed, its local version commit disappeared even though npm packages permanently referenced it as their gitHead.

The same failure mode affected 23.6 and 23.7 and required manual recovery.

How?

• Verification uses 18 exponentially backed-off attempts, capped at two minutes per delay. Retry attempts inspect only missing packages; a final full sweep catches a package identity or dist-tag that changed while waiting.
• Prepared state is stored under refs/npm-release/<target>/*. Package tags and route metadata are written before the commit marker, so the marker represents complete resumable state.
• A rerun restores the exact prepared commit and tags before release-branch preparation. Partial scratch refs without a commit marker are removed before a new release starts.
• Branch and tag publication is idempotent. If the release branch has moved forward but still contains the prepared commit, its newer tip remains unchanged while missing tags are published.
• Permanent npm identity errors fail immediately. Only versions still missing from the registry use the long retry budget.
• Backport finalization detects empty cherry-picks instead of comparing patch IDs across the full trunk and release-branch divergence.
• RC1 and manual latest or bugfix publication jobs serialize at the npm-publish boundary with queue: max; unrelated plugin builds remain independent.
• The release handbook documents rerun-first recovery, prepared-ref inspection, and explicit per-ref cleanup.

Testing Instructions

Run the focused release-tool tests:

npm run test:unit:vitest -- tools/release/commands/test/packages.js

Expected result: all 62 tests pass. CI also validates the workflow files with actionlint and Zizmor.

Yes. The workflow only prevents overlap for releases that target the same branch. latest, next, and wp/X.Y releases can still overlap, so a shared ref can be overwritten or picked up by the wrong release. I would use one ref per release branch.

2. Is 18 attempts the right ceiling?

18 seems reasonable. It covers the observed 24m49s delay, while the normal case still finishes on the first check. I would keep it, provided the resume path is fixed.

3. Should verification move after the metadata push instead?

I would keep verification before the metadata push. Otherwise, the branch and tags can make a release look complete before npm has been verified. The safer fix is to make the current recovery path reliable.

Package tags weren't saved. Right, and the failure is silent rather than loud. getNpmReleasePackages filters on localTagsAtHead, so a resumed runner returns [] — and an empty release set doesn't error. It satisfies publishedPackageNames.length === releasePackages.length, skips Lerna, passes verification, pushes the branch with packageTags: [], then deletes the recovery refs. The resume would report success having pushed none of the tags and destroyed the means to retry.

Tags are now pushed alongside the commit into refs/npm-release/<target>/tags/* and restored into refs/tags/* before the resume proceeds, so the resumed runner computes the same release set as the original. There's a test for the fresh-runner retry you asked for; it asserts the restore happens before publishVersionedPackagesToNpm, which is the ordering that was missing.

Tag push failure vs. the staleness check. Also right. Metadata pushes the branch before the tags, so "branch pushed, tag push failed" made the commit an ancestor of the release branch and the next run read it as finished. isNpmReleasePreparedCommitStale now requires both — the branch contains the commit and every prepared tag is on origin at that commit, reusing verifyRemotePackageTags. Any outstanding tag means it resumes instead of cleaning up.

Follow-up after taking this over and rebasing it onto trunk: I found two remaining recovery gaps and pushed both fixes in 04a7151

The state was all persisted, but the commit marker was pushed before the batched tag refs. A later tag-batch failure could therefore leave the marker visible with only part of the release state. The tag refs are now pushed first and the commit marker last, so the marker means the prepared state is complete.

One lifecycle issue remained: the resume check ran inside publishPackagesToNpm, after prepareNpmRelease had already synced the release branch and updated changelogs. On latest or next, that could create a sibling history and make the saved prepared commit non-fast-forward. Recovery now runs before preparation, checks out the exact prepared commit, restores its tags, and reconstructs the state needed for finalization from that checkout.

The existing fixes for per-target refs, fresh-runner tag restoration, and branch-plus-tag completion checks remain unchanged. Verification still runs before Git metadata. The focused suite now has 49 passing tests; JavaScript lint and the full build also pass. I updated the PR description to match the final behavior.

The workflows check out the repo without fetch-depth, so the depth is 1. As a consequence getNpmReleasePreparedChangelogCommit will throw and stop the resume.

Maybe we should fetch with --depth=999 here, like checkoutNpmReleaseBranch already does?

I tested this with a depth-1 checkout, like the one used in Actions. Fetching the saved release commit also fetched its parent, so the resume worked. I’d prefer not to fetch 999 commits unless we can reproduce a failure.

The handbook now tells maintainers to rerun the same release first, maps each release type to its prepared-ref namespace, and documents read-only inspection plus explicit per-ref cleanup.
