Only include icon library SVGs listed as public in the Zip file published to GitHub Container Registry for wordpress-develop

What?

This adjusts the build-plugin-zip.sh script to remove all non-public SVG icon files when building assets for consumption by https://github.com/wordPress/wordpress-develop/.

Why?

In WordPress Core builds, there are currently over 280 icon files being included that have not been marked "public": true and are not actually available for use. The wordpress-develop build script copies all SVG icon files included in the built zip file. Excluding them entirely from the zip file avoids having to parse the manifest in the wordpress-develop build script and keeps the overall size of the zip file down.

How?

This deletes all SVG files that are not explicitly marked as public just before creating the zip file.

Testing

I have created WordPress/wordpress-develop#12224 to demonstrate what happens in wordpress-develop after these changes. Note the files that are removed from the wp-includes/images/icon-library directory

I have actually run the build for core and confirmed that non-public icons are removed. Furthermore, the icons bundled perfectly match manifest.php.
