Motivation
Explore a follow-up to #9363 that runs the hipBLASLt race-check sidecar entirely from artifacts produced by the same TheRock build. The job should not clone rocm-systems or build rocjitsu locally.

Current scope
TheRock currently pins a rocm-systems revision from before ROCm/rocm-systems#8628, so this draft limits the packaged path to gfx950. Expand to gfx942 and gfx1151 after the artifact path is proven and the pin advances.
