Update rocm-libraries submodule and mirror the change in build_tools test_rocwmma.py. Intermittent lockups / 60m timeouts on gfx942 TheRock CI; serialize CTest until root cause is found. Co-authored-by: Cursor <cursoragent@cursor.com>
