Summary

Unblocks verify/verify on two tonight-wave PRs that are gated on ModelTicketContract + dod_evidence existence:

• OMN-8765 — omnibase_core#888 SkillRoutingError CI gate
  • contracts/OMN-8765.yaml + 3 file_exists receipts (validator module + shell wrapper shipped; 18 unit tests pass; blocking CI job check-deterministic-skills + pre-commit hook validate-deterministic-skill-routing registered)
• OMN-9154 — omnibase_infra#1392 DEFAULT_INTROSPECTION_TOPIC SoT migration (MERGED at bd13da5e)
  • contracts/OMN-9154.yaml + 2 file_exists receipts (CLI import migrated to model SoT; TestDefaultIntrospectionTopicSoT drift-detection tests added)

Also backfills parent-epic stub OMN-9151 (hardcoded-topics purge epic) with a command-check pointer to OMN-9154 completion and the committed audit doc at docs/plans/research/2026-04-18-hardcoded-topics-sweep.md.

• uv run validate-yaml contracts/OMN-8765.yaml contracts/OMN-9151.yaml contracts/OMN-9154.yaml → 3/3 OK
• pre-commit run --files <all 8 files> → all hooks green (including Validate ticket contract YAML against ModelTicketContract (OMN-8808) and Contract check_value fail-open pattern lint (OMN-9350))

• After merge, verify/verify on omnibase_core#888 re-runs green on next push/tick
• After merge, verify/verify retroactively covers omnibase_infra#1392 (already merged)
