• Adds/repairs OMN-13670 contract evidence for omnibase_infra PR evidence(OMN-12660): OCC contract and receipt for WS-G golden + error chains #2131
• Stamps all OMN-13670 receipts with the current contract_sha256
• Uses a main-eligible hotfix/* head branch for the protected main-target policy
• dod-001 through dod-003: original PR evidence(OMN-12618): add runtime triage index receipts #2128 evidence
