OMN-12545 Phase 1A — bind route-half OCC evidence to the two route PRs

Authors the paired OCC dod_receipts that unblock the required Receipt Gate (verify / verify,
validator_occ_merge_eligibility) on the two Phase 1A route-consolidation PRs. Both previously failed with
reason="pr_ticket_mismatch" because the existing OMN-12545 receipts bound only to the OLD enum-half PR
(omnibase_core #1187), not to the route PRs.

  (src/omnibase_infra/models/dispatch/model_dispatch_route.py, 279 lines) and single-sources on the canonical
  omnibase_core copy; models/dispatch/__init__.py shim + core alias retained for import-path stability.
  Re-verified: deleted file absent on branch, 0 infra-local class ModelDispatchRoute, core import live in
  message_dispatch_engine.py. Route close-out: mypy --strict clean (2493 files), full suite 6949 passed.
• omnimarket docs(OMN-10475): bind omniclaude salvage PR 1633 #1321 — repoints node_delegation_orchestrator/wiring.py ModelDispatchRoute import
  infra→core and switches dispatcher_id= kwargs to the canonical handler_id= field.
  Re-verified: 0 remaining infra ModelDispatchRoute imports, core import live at wiring.py:123.
  Route close-out: mypy --strict clean (2428 files), full suite 7705 passed.

Contract + existing receipts

• contracts/OMN-12545.yaml gains two route-half dod_evidence items; summary extended to describe the route
  PRs. New contract hash sha256:e05bfbc4a5e01c8762dc1e029bf30d75c70153e391ea6e1b8cafbd73123e5e1c.
• The three pre-existing receipts (dod-core-pr-1187, dod-deploy-assessment, dod-occ-pr) have their
  contract_sha256 re-stamped to the new hash so they stay hash-bound; their PR bindings (1187 / 2000) are
  unchanged.

Local gate proof (before merge)

validator_occ_merge_eligibility returns eligible:true, reason:eligible,
detail:"OCC evidence is present, PASS, hash-bound, and PR-bound" for both route PR snapshots — all 5
receipts PASS, hash-bound, and PR-bound.

Route PRs cite this PR's merge commit as their Evidence-Source once it lands.
