evidence(OMN-14141): bind omnibase_infra PR 2235 handler_routing flat-schema fail-closed guard + CI gate

Summary

Net-new central OCC evidence companion for omnibase_infra#2235 (OMN-14141), the systemic fix + CI gate for the handler_routing flat-schema silent-zero-parse defect class. Unblocks #2235's occ-preflight / eligibility, which was failing solely because the PR body had no Evidence-Source: line and no OCC companion existed.

What this adds (all NET-NEW files)

• contracts/OMN-14141.yaml — ticket contract with 4 dod_evidence items.
• drift/dod_receipts/OMN-14141/dod-infra-pr-2235/command.yaml — binds omnibase_infra#2235 open @ head 5fde0829c59f7f45196dcb3bc3bd39b1f2b53f13.
• drift/dod_receipts/OMN-14141/dod-local-validation/command.yaml — records the implementation PR's local validation (111/111 contracts discover clean, 354 auto_wiring tests green, 11 new guard tests green).
• drift/dod_receipts/OMN-14141/dod-deploy-scope/command.yaml — loader/validator/CI/pre-commit/contract/test change only; rides normal dev deploy cadence, no .201 or prod mutation.
• drift/dod_receipts/OMN-14141/dod-occ-self/command.yaml — self-binding.

All four receipts pin contract_sha256: sha256:f8dd5c232a127f3a84a5ccceff178d8e7d885c31ebfe22c885b43f4f4631374e (computed after normalization-symmetry + yamlfmt).

Verification

• Local eligibility validator (omnibase_core@main validate_occ_merge_eligibility) against this evidence + chore(OMN-12749): add runtime adapter delegation evidence #2235 metadata → eligible: true.
• Receipt Honesty Gate (OMN-12791): 0 violations. Receipt Hardening Gate (OMN-13060): pass. dod-evidence-required: pass. validate-yaml: OK. Full pre-commit green on commit.
