…ens regression fix (#1923) * evidence(OMN-12438): add contract and receipt for consumer.py max_tokens regression fix Binds onex-self-extending-agent PR #168 (restore max_tokens=8192 in consumer.py, add test_call_llm_sends_max_tokens_8192 regression guard) to central OCC evidence. * fix(OMN-12438): correct receipt contract_sha256 to valid digest Receipt had 'sha256:pending'; replaced with real digest of OMN-12438.yaml so OCC Eligibility check passes. * fix(OMN-12438): add dod-occ-pr receipt and fix contract_sha256 in all receipts OCC Eligibility was failing because dod-occ-pr receipt was missing and contract_sha256 values were stale. All three files now carry the correct digest aa9861a0ce4b00e07c27317d75f95d7b63bf3b108a3142ba9fbb0de160ee9a5d.

…ay_history in inventory The Migration Inventory Sync gate on this PR failed with UNLISTED_FILE: omnibase_infra/docker/migrations/forward/086_create_dlq_replay_history.sql exists on omnibase_infra@dev (added today by OMN-12633 / PR #2012, commit 65e6006cf retiring the ServiceDlqTracking runtime DDL to migration-managed schema) but was not listed in src/onex_change_control/boundaries/migration_inventory.yaml. This is fresh cross-repo inventory drift unrelated to the version bump, but it blocks this PR via the CI Summary required check. Adding the 086 entry (table dlq_replay_history) clears the gate. Verified locally: a fresh GitHub clone of omnibase_infra@dev + `uv run check-migration-inventory` produces no UNLISTED_FILE/MISSING_FILE error for infra; tests/unit/scripts/test_check_migration_inventory.py 4 passed.
