Summary

Adds central OCC evidence for OMN-11080 and binds omniclaude PR #1592 to the observed implementation head.

Changes

• Add contracts/OMN-11080.yaml with DoD evidence entries.
• Add PASS receipts for focused Stop quality gate tests, lint/syntax checks, hook registration tests, omniclaude pre-push hooks, and PR contracts(OMN-11946): add LLM closeout evidence #1592 head binding.
